PSI/Eswatini (PSI/ES)

PSI/ES is a network member of PSI, non-profit company, registered locally under the laws of Eswatini that has been implementing health programs since 2001. Fully committed to measurable health impact, PSI/Eswatini works in close cooperation with government, partners in the public and private sectors and local civil society to deliver high quality health programs to reach vulnerable populations with needed health prevention services, products and information. The organization is currently implementing HIV prevention programs including community-based HIV counseling and testing, linkages to care and treatment, treatment initiation, voluntary medical male circumcision, non-communicable diseases (NCD) and condom promotion and distribution, employing both fixed site and mobile outreach models. All services are accompanied by market development strategies and social behavior change communication.

PSI seeks an enthusiastic, energetic, and committed individual with an interest in building a career in NGO sector for the position of Adolescent and Youth: Determined, Resilient, Empowered, AIDS-Free, Mentored and Safe (DREAMS) Director within PSI Eswatini team. He/she work within PSI Eswatini to lead Adolescent and Youth program including DREAMS program activities. This individual’s overall function is to provide strategic direction and lead implementation of programs related to adolescent and youth including DREAMS, social mobilization activities such as Faith and Community Initiative (FCI) and other community mobilization strategies. She/he will work with the SRH/HIV department to ensure complete layering of DREAMS services in selected Tinkhundla. The position holder will also work with the community of practice on DREAMS to leverage existing resources and networks. S/he shall also coordinate stakeholders in DREAMS including PEPFAR, Global Fund, PACT, Georgetown University and MoH. We’re looking for a strategic and technical lead.

Your contribution

Specific responsibilities include:

Implementation

• Manage on-the-ground implementation of activities in collaboration with other departments to ensure quality community and clinical package and layered implementation to meet the needs of adolescent girls and young women (AGYW).

Operational Plan

• Lead PSI Eswatini’s Adolescent Girls and Young Women program priority; design, fund raising and implementation to bring health impact at scale.

• Provide on-going technical assistance through trainings, mentoring and support to staff working in the area of AGYW and HIV/SRH services. TA will focus on the package of evidence-based DREAMS interventions, social asset building, gender-based violence, HIV/AIDS Testing and Counselling, and community mobilization and norms change interventions among others

Representation

• Represent PSI at Adolescent and Youth forums including DREAMS. These includes but not limited to MoH, Donors and Implementing Partners. Representation also includes being at the table among community of practice that implement DREAMS and community mobilization efforts such as Faith and Community Initiatives.

Thought leadership (technical leadership)

• Keep up to date on all DREAMS program activities and maintain close contact with other DREAMS partners and collaborators.

• Demonstrate thought leadership in the area of AGYW service package for HIV/SRH and influence policy.

• Leverage PSI’s Global and Network members experience to partner/lead human cantered design.

Community Mobilization

• Serve AGYW, their community members and family to create enabling environment for HIV/SRH services.

Monitoring and evaluation

• Liaise with the M&E Department to ensure layering and completion of DREAMS activities and services among adolescent and youth at large whenever applicable. Participate in technical update meetings with partners, donors and MoH and contribute to all report writing as required; participate in all program core team meetings

People Management

• Set, monitor and manage performance of staff at all levels. This includes but not limited to setting periodic performance goals, performance review and performance improvement plan.

• Work to build the capacity of project staff through training and mentorship

• Work with staff to develop and maintain program work plans, making changes and updates as appropriate

Budget Management

• Plan, request and process respective departmental budget Compliance

• Develop and roll out departmental risk register, meet audit and compliance requirements and mainstream accountability across the department.

Fund raising

• Assist and work closely with the CR and DCR to fund raise to scale up services among AGYW.

Participate as a member of the Senior Management Team at PSI.

The Basics:

• Masters Degree in Public Health, Social Science, Business Management or related discipline.

• At least 8 years work experience with a minimum of 3 years’ experience in Adolescent and Youth

• At least 3 years leadership experience

• Experience in DREAMS is a plus

• Knowledge of HIV/AIDS and Sexual and Reproductive Health (SRH), current research and technical and programmatic best practices

• Experienced leading teams in project start-up and implementation with ability to inspire, motivate and build capacity of staff

• Excellent Interpersonal Skills

• Strong ability in policy influence and drive partnership

• Experienced written and oral communication skills;

• Highly motivated and organized,

• Able to work effectively with a variety of partners and stakeholders

PSI seeks an enthusiastic, energetic, and committed individual with an interest in building a career in NGO sector for the position of Integrated HIV/SRH Services Director within PSI Eswatini team. He/she work within PSI Eswatini’s HIV/SRH Services to lead program activities. This individual’s overall function is to provide programmatic leadership and guidance to support all PSI/Eswatini’s facility and community based biomedical services and linkage to treatment including HIV testing, and linkages programs at PSI. S/He will participate in decision making and implementation of VMMC and QA services at PSI. S/He is also required to support the implementation of integrated non-communicable diseases.

The HIV/SRH Director is part of the Senior Management in PSI Eswatini which is responsible for executing the local strategy and overseeing all the operations of the office. We’re looking for a technical leader and a coach.

Your contribution

Specific responsibilities include but are not limited to:

HIV/SRH services (health impact)

• Serve as primary point of contact with donors for PSI’s HIV/SRH services for DREAMS and priority population including integrated HTS, SRH (including youth friendly FP) and NCD primarily in 27 facilities and community linkage for continuum of care. SRH/HIV services will aim to focus on Adolescent Girls and Young Women specifically and support overall PSI contribution towards epidemic control (95-95- 95). This involves being a leader and giving guidance on testing and linkages activities, providing updates during internal and external meetings, promptly addressing any concerns or questions that arise.

Representation and national level support

• Serve as primary point of contact with MOH on HIV/SRH services including HTS (and index testing), FP and NCD and other potential priority health services.

• Meet and provide high level leadership for Regional teams including Index Champions, linkage coordinators and other community cadre, oversight and support staff seconded to MoH and SNAP to provide regular updates, ensuring that his input/guidance is provided in activity planning, and ensuring that their transport and communication needs are met as per PSI commitment.

Technical (thought leadership)

• Provide and demonstrate thought leadership in leading strategic direction on PSI facility and community index HTS implementation and ensure that donor targets are met.

• Ensure development of a protocol for refresher trainings/continuing medical education requirements for all trained providers to ensure that all clinical staff are up-to-date with skills and knowledge.

Policy influence

• Support and work with MoH to generate evidence from innovative activities in the area of HTS, index testing, NCD and VMMC to introduce best practice, policy endorsement and implementation including Donor relations

• Ensure that donor work plans are implemented accordingly and serve as a PSI resource for technical matters, data generation and use to inform evidence based high impact programs at facility and community under the guidance of the Deputy Country Director. S/he will also be a second person to the Deputy Country Director PSI

Operational Plan

• Lead PSI’s Operational Plan priority that focus on integrated HIV, FP and NCD services. People Management

• Lead departmental goals in line with PSI’s Operational Plan, set Yearly MBOs, cascade at all levels and monitor/support program performance with a proactive management of performance issues including implementation of performance improvement plan. Monitoring and evaluation

• Work with Research, M&E Director to conduct regular regional data reviews and provide corrective measures where necessary.

• Collaborate on regular monitoring data collection, analysis and take corrective actions before Donor reporting period.

• Send monthly statistical reports as received by PSI’s M&E team to PEPFAR, MOH and other stakeholders.

• Collaborate on the collection of data, information, success stories, analysis of lessons learnt, etc. from HTS service teams for quarterly, semi-annual and annual CDC reports; send timely reports for CTL and HSR reporting.

Quality Assurance

• Ensure quarterly QA visits take place at all Facility and community PSI sites timely feedback is provided and any problems noted are addressed within one month of distribution/discussion of reports.

Budget Management

• Develop, implement and monitor spending for the department to achieve annual operating goals. Fund raising

• Work hand in hand with the DCD and CR for fund raising from existing and new Donors to scale PSI/Eswatini’s innovative clinical services at facility and community level.

Compliance

• Develop department level risk register, own and address audit findings in respective areas of deficiencies, oversight compliance requirements and strive to meet them. S/he will be also accountable for all regional team compliance matters.

• Participate in technical update meetings with donors and contribute to all report writing as required.

• Participate in all HTS TWG and HIVST task team meetings as necessary.

• Participate as key member of the SMT.
