A vacancy for the position of Chief Executive Officer currently exists within the Financial Services Regulatory Authority (FSRA). The FSRA is a Category “A” Public Enterprise promulgated under the FSRA Act 2010. FSRA’s mandate is to regulate non-bank financial institutions in contributing towards the growth and stability of the country’s financial sector and economy.
The Chief Executive Officer shall be responsible to the Board of Directors for overseeing all the strategic, operational and financial performance of the Authority through visionary leadership and effective management of the executive team.
The CEO’s duties and responsibilities shall include but not be limited to the following:
Strategic Leadership and Management
o Provides strategic leadership to the Authority to deliver on its mandate as stipulated in the FSRA Act and performs such other responsibilities as may be assigned by the Board.
o Advises government on the national policy to ensure accessible and adequate non-bank financial services protection, and a stable non-bank financial services.
o Represents the Authority and the country in regional and international supervisory or regulatory bodies.
o Leads and oversees formulation, implementation and review of the organisation’s strategic plan, annual work plans and reporting to the Board.
o Provides general oversight of all activities of the Authority and manages the day to day operations for a smoothly functioning and efficient organisation.
o Responsible for the overall development and implementation of operational and administrative policies and procedures.
o Assures organisational stability through the development and implementation of standards, control systems and procedures and regular evaluation.
o Assures a work environment that attracts, retains and supports competent staff and ensures an effective process for selecting, developing, motivating and evaluating staff performance.
o Ensures appropriate salary structures are developed and maintained in accordance with applicable guidelines
o Specifies accountabilities for management and evaluates its performance regularly.
0 Puts in place the necessary regulatory framework that would serve the industry’s regulatory and supervisory needs through minimizing systemic risk, enabling consumer protection or awareness and promoting a competitive and attractive financial services industry.
o Supervise the continuous achievement of the FSRA’s financial and operating goals and objectives while ensuring continuous improvement in the quality and value of services provided by the organisation.
o Ensure implementation and maintenance of an appropriate risk management framework.
o Assessing the principal risks of the organisation and ensuring that these risks are monitored and managed.
o Ensuring effective internal controls and management information systems are in place for effective, lawful and ethical performance.
Supervising and regulating the non-bank financial services sector in a risk-based manner in accordance with the regulatory legislation.
o Ensures the integrity of all public disclosures by the Authority.
o In line with the FSRA Act, responsible for the preparation and submission of the FSRA budget to the Board and ensure that the organisation operates within approved budgets and operational plans.
o Ensures that the financial records and operations of FSRA are properly audited and an annual report is submitted to the Board and Ministry of Finance in a timely manner.
o Responsible for overall compliance with Corporate Governance Principles.
o Guides the Board to articulate its own role and accountabilities and that of its Committees and to evaluate its performance regularly.
o Liaises with the Board Chairman to enable the Board to fulfill its governance functions and facilitates optimum performance by the Board and its Committees.
o Ensures the timely implementation of decisions taken by the Board of Directors and focuses Board attention on strategic issues.
Strategic Stakeholder Management
o Responsible for development and implementation of a robust stakeholder and relationships management framework.
o Drives consumer education including the identification and assessment of consumer awareness campaigns.
o Develops and strengthens networks and partnership with other government agencies, the private sector, development partners and all stakeholders.
o Ensures that the organisation upholds high standards of corporate citizenship and social responsibility.
o Acts as the principal spokesperson of the FSRA.
QUALIFICATIONS AND EXPERIENCE REQUIRED
o A Masters Degree in Finance, Business Administration, Economics, Law, Social Sciences or any other related field.
o Professional qualifications will be an added advantage.
o Affiliation with a professional body will be an added advantage.
o 10 years managerial experience in the financial sector of which 5 years should be at Executive Management level.
o Solid knowledge of financial services regulation sector in Eswatini and the region.
o Familiarity with principles of Corporate Governance, Integrated Reporting and Risk Management in the context of financial services.
o Police clearance is a must
