The Government of Eswatini (GOE) has emphasized health as a priority on the national agenda. A new Health Systems Strengthening for Human Capital Development project is proposed to support the Government in its commitment to improve the health status of the Swazi population. The World Bank is financing the project.

To meet the National Health Sector Strategic Plans (NHSSP II 2019-23) policy objective — “build an efficient, equitable  client-centered health system for accelerated attainment of the highest standard of health foe all people in Eswatini – the Ministry of Health(MOH) recognizes the need to invest in health system strengthening to improve the coverage of essential services and the quality” of care. Modernizing the foundations of the health system and applying evidence-based improvements are key to achieving better quality care and, through that, reduced child and adult mortality and stunting for human capital formation.

To address key sector challenges in the health sector, the MOH Is implementing the HSS4HCDP with the aim of improving the coverage and quality of key reproductive, maternal, neonatal, child and adolescent health Eswatini. (RMNCAH), nutrition and non-communicable disease (NCD) services (hypertension and diabetes) in

The project is complementary to the Eswatini COVID-19 ERP and is designed to deepen and extend its investment impact through focusing on medium-term structural changes and the modernization of the health sector. The Coordinators for the HSS4HCDP and COVID-19 ERP will ensure that the project implementation effect, this position will provide support to both projects. responsibilities are organized in a way to harness operational benefits and reduce operating costs. To that Rationale The rationale for the Communications Officer is to support the provision of effective communication about the projects by the stakeholders. projects and related activities to the public and stakeholders, in order to improve ownership and buy-in of the Objectives releases, media requests, social media and/ advertising efforts.

Objectives

The communications officer will be responsible for handling public relations, information output, press He/she will be responsible for liaison between the Senior Management Team of the MOH and other Ministries, WB HSSHCDP and COVID-19 ERP teams, the public and the media to ensure that they are well informed about the projects and showcase the results and impact to the beneficiaries.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

a) Bachelor’s Degree in Journalism or related field, with experience as Communications officer or equivalent experience in a similar role is strongly desired.

b) A minimum of 5 years’ relevant experience in working with a media or in a communications role in relevant private, public sectors, or NGOs .

c) Knowledge of desktop publishing (InDesign/Photoshop).

e) Good time management and organizational skills.

d) Excellent command of the language with good verbal, written and interpersonal skills.

f) Proficient in Microsoft Office, content management systems and social media platforms

g) Proficient with local languages (SiSwati and English).
