Title of assignment:  NATICC Terms of Reference for Evaluation of Gender Based Violence and Teenage Pregnancy prevention project 2017 to 2021

Since January 2012 NATICC has been conducting a Gender Based Violence (GBV) and Teenage Pregnancy (TP) Prevention Project in selected Catchment Areas (CAs) in the Shiselweni region. The project was motivated by the observed lack of adequate policies and laws to protect women and children from violence and various forms of abuse.

Background to Evaluation

Fostering effective partnership with existing public sector, private sector, civil society structures and households has been the cornerstone of NATICC’s operations over the years. The organization acknowledges that working with partners is so integral in the attainment of sustained project impact in the communities. The organization further appreciates that sustained impact means building on and strengthening the community’s existing resources and capacities. In view of the above background, NATICC intends to undertake an evaluation of the project that has been implemented over the past 4 years to assess partnership efficiency, effectiveness, outcomes and impact based on the intended objectives and also to learn from this experience for future programming of similar programmes.

Evaluation Aim and Objectives

The aim of the evaluation is to review, analyze and assess the extent to which fostered collaborations with various stakeholders assisted NATICC in achieving its stated objectives/results.

Scope of Work

The consultant shall undertake the following tasks

• Conduct Literature Review on current situational analysis

• Design evaluation methodology and data collection tools

• Training of data collectors

• Conduct the Evaluation

• Produce reports

• Dissemination of key Evaluation results and recommendations

Key deliverables

• The Consultant shall submit the following:

• Inception report detailing proposed methodology and data collection tools

• Progress report

• Draft evaluation report

• Final evaluation report

Reporting mechanisms The consultant will work closely with the NATICC Program Manager, the M&E Officer and the Executive Director.

Remuneration and terms of payment Upon the satisfactory delivery of the indicated outputs, the final documents, the consultant shall be paid the agreed amounts in three lump sums.
