The Eswatini National Petroleum Company (ENPC) limited was incorporated on the 16′ October, 2012, under the Companies Act No. 8 of 2009. The Petroleum Act No. 18 of 2020 recognizes the Company as a Category A Public Enterprise mandated mainly to: Secure, market, trade in crude oil and petroleum products; carry out the business of supplying and distributing petroleum and petroleum products into and from the Kingdom of Eswatini. The ENPC is also mandated identify, build, own, and manage crude oil and petroleum logistics investments, including storage and handling.

ENPC Mission: Stabilize focal supply through storage and trading in quality fuel and related products in the market.

Chief Executive Officer

The Chief Executive Office will be responsible for the establishment and functioning of the Eswatini National Petroleum Company (ENPC). The incumbent will champion the integration of financially sound and commercially viable principles and industry best practices in an effective and efficient manner.

The CEO will report to the ENPC Board and the Ministry of Natural Resources.

Main Functions and Responsibilities of the Role:

  • Provides strategic and visionary leadership in formulation, implementation and evaluation of the Company’s approved strategies.
  • Establishes objectives, goals and performance measures for each department/division.
  • Ensures the development of effective policies, systems and procedures.
  • Establishes effective risk management and control systems to increase productivity and improve organizational efficacy.
  • Facilitates effective stakeholder management to ensure that the ENPC develops and maintains collaborative partnerships for organizational growth and sustainability.
  • Develops the Company’s pricing structures, budget proposals and Business Plans for achieving the set targets for growth and profitability.
  • Responsible for resource allocation, management controls and financial integrity for corporate effectiveness.
  • Provides technical advice and assistance to the Government on policy matters concerning the oil sector.

Qualifications and Experience: 

  • Bachelor’s Degree in: Chemical Engineering, Mechanical Engineering or Electrical Engineering
  • Master’s Degree in Business Administration (MBA)
  • 10 years senior management experience gained from an organization directly related to the petroleum industry
  • Change management skills.

Skills and Personal Attributes:

  • Deep knowledge of corporate governance.
  • Knowledge of petroleum industry issues and trends at national, regional and international levels.
  • Strong expertise in strategic management, budgeting, resource and performance management, project planning, implementation as well as monitoring and evaluation.

General Manager Finance

The General Manager— Finance will be responsible for providing financial leadership ad assistance to the ENPC Board of Directors in the alignment and fulfilment of the finance strategies of the company.

This position entails ensuring that the finance operation is efficient and effective by strategically planning, implementing, managing and controlling all financial related activities of the business, including business planning, budgeting, forecasting and negotiations.

This position reports to the CEO and the Board of the Eswatini National Petroleum Company.

Main Functions and Responsibilities of the Role:

  • Securing sufficient finance for CAPEX and OPEX for the company through liaison with appropriate government agencies and stakeholders.
  • Providing strategic recommendations to the CEO and other members of the senior management team.
  • Development, fulfilment and management of a dear industry stated and implementable risk management strategy.
  • Development, operationalization and monitoring of organizational budget and its relevant controls.
  • Managing the Audit processes and ensuring implementation of Audit findings.
  • Ensure Business Continuity Management plan is in place and functional with the ENPC.
  • Providing leadership, direction and management of the finance and accounting team for the accomplishment of the ENPC’s strategic plan.
  • Ensuring that the highest calibre of financial practices and accounting policies are applied within the ENPC specifically to maintain and progress the objectives of the Financing Strategy and Financial Managing Strategy.
  • Ensuring credibility of the Finance operation by providing timely and accurate analysis of budgets, financial trends and forecasts.
  • Ensure employees are motivated, loyal, appropriately compensated and have the required skill level to increase productivity, loyalty and retention.

Qualifications and Experience:

  • Bachelor’s Degree in Accounting and Finance or equivalent.
  • Professional Qualifications in CA/CPA/ACCA or Master’s Degree in Business Finance, Economics, Accounting, or Business Administration.
  • Minimum of 8 years’ senior management experience gained from an organization preferably related to the petroleum industry.
  • Must have served articles with a reputable audit firm.
  • Strong knowledge of the global OPEC market.

Skills and Personal Attributes:

  • Deep knowledge of corporate governance.
  • Strong expertise in strategic management, budgeting, resource and performance management, project planning, implementation as well as monitoring and evaluation.
  • Ability to adapt and implement planned organizational change aligned with the ENPC strategy and the petroleum industry.

General Manager Operations

The General Manger — Operations will be responsible for the overseeing of the departments responsible for production and delivery of services by the ENPC. In addition, the GMO will be entrusted with the mandate of ensuring that the business has efficient operational processes, controls, reporting and people in place to maximize operational efficiency, manage risk and meet growth objectives.

This position reports to the CEO and the Board of the Eswatini National Petroleum Company.

Main Functions and Responsibilities of the Role:

  • Oversee the appropriateness and relevance of all structures within the ENPC by creating well developed and functional organizational systems.
  • Achieve operational efficiency by introducing innovative and technologically viable strategies that are in-line with the strategic objectives of the ENPC.
  • Uphold, improve and maintain the ENPC’s clear and strong brand across the continent and global spectrum.
  • Leading the development and implementation of ENPC Strategy and Performance Management System.
  • Manage and optimize the profitability of the division by seeking new market opportunities within the company’s scope of operations.
  • Continuously improve risk management programs and procedures through the implementation of frameworks and timelines that are appropriate for the Chief Executive Officer, the Board and Cabinet/Ministerial approval.
  • Ensure the financial viability and cost structure is regularly analyzed and appropriate measures are taken to monitor and reduce costs in relation to the operations.

Qualifications and Experience:

  • Bachelor’s Degree in: Chemical Engineering, Mechanical Engineering, or Electrical Engineering.
  • Master’s Degree in an Engineering or Process Management field would be an added advantage.
  • Professional qualification in a Quality Management System would place candidate in good standing.
  • Proven track record in implementing successful business program within a company relevant to the oil and petroleum industry.

Skills and Personal Attributes:

  • Excellent understanding knowledge of corporate governance and knowledge of petroleum industry issues and trends at national, regional and international levels.
  • Strong expertise in strategic management, budgeting, resource and performance management, project planning, implementation as well as monitoring and evaluation.
  • Ability to initiate and implement planned organizational change, adapt to rapidly changing conditions in the operating environment and speedily align programmes and activities in the appropriate direction.
