IT MANAGER

Reporting to the Chief Executive Officer, the IT Manager is responsible for Agency’s wide IT systems by coordinating, planning and leading IT related activities in the Agency and determination of the IT needs of ESPPRA.

Minimum Qualifications: Master’s degree in computer science or equivalent

Added advantage: A qualification in education / training

Experience: 5 years relevant experience working in ICT Operations
At least 2 years’ experience in leadership roles, and facilitating training.

SENIOR CAPACITY BUILDING & ADVISORY OFFICER- REFORM INITIATIVES

Responsible for the development and implementation of capacity building programs aimed at improving the public procurement system and targeting those high impact identified areas which are of national interest.

Minimum Qualifications: Bachelor’s degree in Public Procurement, Purchasing and Supply Chain Management, Commerce, Economics, Engineering, or related
field.
Added advantage: A postgraduate qualification and/or qualification in procurement.

Experience:
• Minimum five years’ experience working in a procurement department or have demonstrable knowledge of procurement best practice.
• Knowledge and understanding of multi-level governance dynamics in the public sector.
• Minimum 3 years’ practical experience in facilitating trainings

HUMAN CAPITAL OFFICER

Maintain and enhance the Agency’s human capital by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. Also managing every aspect of employment process, including recruitment, orientation, and training of new staff members, and managing payroll.

Minimum Qualifications: Degree in Human Resources / Law / Industrial
Psychology or equivalent.

Added Advantage: A postgraduate qualification.

COMPLIANCE OFFICERS (X2)

The officers shall be responsible for monitoring of all public procurement activity and developing statistical reports with a view to contributing to the overall procurement reform mandate of the Agency and ensuring that all procuring entities comply with the public procurement regulatory framework and best practice.

CEO’S PERSONAL ASSISTANT

Provide high quality executive personal assistant and administrative support to the CEO whilst providing comprehensive administrative support to the Agency to ensure team co-ordination for the CEO for the smooth operation of the Agency. To further serve as the primary point of contact for internal and external partners on all matters pertaining to the Office of the CEO.

Minimum Qualifications: Bachelor’s degree in Business Administration / Commerce or equivalent.

Added Advantage: Qualification in Secretarial Studies / Business Studies or equivalent.

Experience: 5 years’ experience working in a similar position.

Competencies:
• Proficient in Microsoft Office (Outlook, Word, Excel, and Power Point) and Adobe Acrobat.

Experience: Experience in data collection and analysis to ensure completeness,
accuracy, credibility of reported information. Experience in monitoring and
