The successful candidates will lead ENPC at the forefront of the petroleum industry in Eswatini under the guidance of the Board and the Ministry of Natural Resources.


CHIEF EXECUTIVE OFFICER (AMRS/ENPCCEO)

The Chief Executive Office will be responsible for the establishment and functioning of the Eswatini National Petroleum Company (ENPC). The incumbent will champion the integration of financially sound and commercially viable principles and industry best practices in an effective and efficient manner.

The CEO will report to the ENPC Board and the Ministry of Natural Resources.

Main Functions and Responsibilities of the Role:

  • Provides strategic and visionary leadership in formulation, implementation and evaluation of the Company’s approved strategies.
  • Establishes objectives, goals and performance measures for each department/division.
  • Ensures the development of effective policies, systems and procedures.
  • Establishes effective risk management and control systems to increase productivity and improve organizational efficacy.
  • Facilitates effective stakeholder management to ensure that the ENPC develops and maintains collaborative partnerships for organizational growth and sustainability.
  • Develops the Company’s pricing structures, budget proposals and Business Plans for achieving the set targets for growth and profitability.
  • Responsible for resource allocation, management controls and financial integrity for corporate effectiveness.
  • Provides technical advice and assistance to the Government on policy matters concerning the oil sector.

Qualifications and Experience:

  • Bachelor’s Degree in Chemical Engineering
  • Master’s Degree in Business Administration (MBA)
  • 10 years senior management experience gained from an organization directly related to the petroleum industry
  • Change management skills.

Skills and Personal Attributes:

  • Deep knowledge of corporate governance.
  • Knowledge of petroleum industry issues and trends at national, regional and international levels.
  • Strong expertise in strategic management, budgeting, resource and performance management, project planning, implementation as well as monitoring and evaluation.

FINANCE MANAGER (AMRS/ENPCFM)

The Finance Manager will be responsible for planning, organizing and coordinating the Company’s financial management and reporting functions to ensure the financial integrity of ENPC through accurate and timely financial records. The incumbent will provide leadership in the management of and reporting on financial resources and general administration.

This position reports to the CEO of the Eswatini National Petroleum Company.

Main Functions and Responsibilities of the Role:

  • Develops, implements and continually reviews effective financial management and internal control systems aimed at improving financial reporting and operational efficacy.
  • Prepares the Company’s budgets and manages budget implementation for capital and operational expenditures.
  • Maintains the Company’s Asset register, accounting records and systems as well as leading their review.
  • Ensures compliance with relevant legislations, regulations and internationally accepted accounting principles and procedures.
  • Liaises with external auditors on the implementation of audit recommendations to ensure required compliance in a timely manner.
  • Ensures disaster recovery and risk management aspects are implemented effectively.
  • Oversees the timely preparation of the ENPC payroll, relevant disbursements and accounting.
  • Recommends the review of financial accounting policies, systems and procedures for Board approval.

Qualifications and Experience:

  • Chartered Accountant (SAICA/ACCA)
  • MBA would be an added advantage
  • Minimum 5 years’ experience gained in a large finance department with 3 years’ experience at senior management level.
  • Demonstrable experience in financial planning management and reporting, fiscal management, capital development projects, risk management and leadership.

Skills and Personal Attributes:

  • Excellent understanding of financial management in a complex environment and advanced business acumen.
  • Fundamental knowledge of the petroleum industry issues and trends at national, regional and international levels.
  • Knowledge of principles, procedures and practices of government accounting and budgeting.

TECHNICAL SERVICES MANAGER (AMRS/ENPCTSM)

The Technical Services Manager will be responsible for leading the technical services division for the Company’s safe and efficient operations and future growth. The incumbent will be tasked with enhancing value and return on capital employed.

The Technical Services Manager reports directly to the CEO.

Main Functions and Responsibilities of the Role:

  • Carries out tactical planning and setting of the long-term process technology platforms for the Company.
  • Manages the development of process studies and designs to ensure they are strategically aligned, technically sound and completed to schedule and budget.
  • Assesses the economic impact of capital investment projects.
  • Develops process design packages for detailed engineering to implement the technology platforms.
  • Provides technical support services for Operations, ENS and Engineering & Inspection Departments.
  • Develops the functional and managerial expertise of process engineers through effective career planning, development and guidance.
  • Manages the Company interface during Environmental Impact Assessment processes on Company projects. Manages technical processes to improve gross margin and supports implementation and entrenchment of ideas plus best practices.

Qualifications and Experience:

  • Bachelor’s degree in Chemical, Electrical or Mechanical Engineering
  • Minimum 10 years’ industry experience, of which five years should have been at senior management level.
  • Experience in technologies associated with petroleum products would be an added advantage.

  • Strategic thinking and market focus.
  • Stakeholder management and good public relations skills.
  • Analytical thinking and ability to use information to systematically reach decisions.

About Eswatini National Petroleum Company (ENPC)

The Eswatini National Petroleum Company Limited was incorporated on the 16th October, 2012 under the Companies Act No.8 of 2009. The Petroleum Act No18 of 2020 recognised the company as a Category A public enterprise and states the enhanced mandate of the company as follows

To secure, market, trade in crude oil and petroleum products
To carry out the business of supplying and distributing petroleum and petroleum products into and from the Kingdom of Eswatini
to carry on the business of importing and exporting petroleum and petroleum products into and from the Kingdom of Eswatini;
to identify, build, own, manage crude oil and petroleum logistics investments, including storage and handling terminals;
carry out network surveys to determine viable sites for the development of Retail stations particularly in rural areas of the country. These shall be marked as key national development areas for which the ENPC shall licence.
To issue rural area retail licences in key development areas
to identify, build, own and manage hydrocarbon terminals;
to carry out the blending of fuel for the production of biofuels such as the blending of Unleaded Petrol with ethanol.
to appropriate any part or parts of the property of the company for the purpose of, and to build or let, shops, offices and other places of business and to use or lease any part of the property of the company not required for the purposes aforesaid for any purpose for which it may be conveniently used or let;
10.to empower local companies through partnerships and joint ventures with indigenous Emaswati as may be prescribed in the regulations.

to do all or any of the above things in any part of the world and either as principals or agents and either alone or in conjunction with others; and
to do any business that may be necessary and incidental to the attainment of the above-mentioned objects.
