SOS Children’s villages Eswatini is seeking a qualified and experienced professional to take on the role of Finance Manager to be based in Manzini – National Office.

Job Summary

Under the overall supervision of the National Director and following the Regional Office’s financial and accounting policies and procedures, the Head of Finance Services is responsible for the establishment of proper and reliable financial and accounting system, policies and procedures throughout the SOS-CVE establishments and to ensure proper accounting keeping of income, expenditures and property of the Association.

Qualifications:

  • Bachelor’s degree in Accounting or equivalent
  • Relevant +5 years experience, at least 2/3 years in senior position
  • Fluent in both English and siSwati (written and spoken)
  • Able to work under minimum supervision
  • Drivers Licence

Key performance areas and main responsibilities:

Planning and Organizing

  • Following the Regional Office’s financial and accounting policies and procedures, studies and proposes for approval of SOS-CV Management national SOS-CV financial and accounting policies, systems and procedures adopted to the country’s practical situation.
  • Directs, coordinates and performs the activity of properly organizing the accounting functions at NO and projects.
  • Ensures that the accounting functions are equipped with necessary manpower, equipment and supplies.
  • Studies and proposes improvements in financial management and accounting policies and procedures.

FINANCE MANAGEMENT

  • Provides directives and follows-up on the preparation and timely submission of budget proposals by projects and offices of NO.
  • Presents budget proposals at management evaluation meetings.
  • Finalizes budget proposal to national SOS-CVE budget and presents the same to National Director for final version and submission to the Board and Regional Office.
  • Directs, coordinates and performs the activity of the overall administration and control of approved budget.
  • Provides directives on the administration and control of budget by projects.
  • Ensures that monthly budget transfers to projects are affected on time.
  • On the basis of monthly budget utilization or financial statements of projects and functional units of NO, exercises the overall control on the use of budget.
  • Proposes adjustments to budget in the face of new circumstances.
  • Approves expenditures and payments ensuring that these are appropriate, supported by necessary documents are as per budget.
  • Directs, coordinates and supervises the follow-up and receipt of Regional Office’s donations, donors’ fund and sponsors’ gifts and the proper use and accounting of the same.
  • Directs, coordinates and ensures the proper collection and accounting of fees and other income of the Association by NO and projects.
  • Ensures proper and timely recording of income and expenditures.
  • Ensures the proper accounting of assets and property of the Association.
  • Visits projects, checks and ensures the adherence to financial and accounting policies and procedures. Provides guidance and advice thereon as necessary.
  • Participates in the selection, recruitment, training and development of the staff of the NO and the Finance Service.
  • Holds regular meetings with the staff of the Service to discuss activities, problems, concerns and new ideas to improve efficiency of work, open communication and cooperation.
  • Provides solutions and decisions to problems faced as per the delegation thereon.
  • Upholds the rights and responsibilities of each staff member and ensures positive degree of staff discipline.
  • Holds regular reviews and performance appraisal with all staff of the Service to assess performance and identify areas for development.

 REPORTING

  • Directs, coordinates and performs the timely closing of accounts and preparation of financial statements at all levels.
  • Ensures the auditing of accounts of the Association by internal and external auditors.
  • Directs, coordinates and performs the preparation and submission to National Director periodic and annual financial statements of the Association for the submission to the National Director, Regional Office and other concerned offices.
  • Performs other similar duties as assigned by the National Director.

CHILD SAFEGUARDING

  • Ensuring that Child Safeguarding measures are in place within their area of managerial responsibility and that staff, associates and other key stakeholders are made aware of these measures and are supported in implementing them
  • Ensuring that Child safeguarding is integrated in all management processes including performance management, team meetings, annual planning process field-level monitoring, IWP, IDP etc.
  • Creating and maintaining a managerial and operational environment where the Child Safeguarding Policy is effectively implemented.
  • Fulfilling specific and additional responsibilities in achieving compliance of SOS Children’s Villages Child Protection Policy.
  • Ensure the best interest of the child is applied and considered.
