Gender Programming and Health Equities Senior Advisor
Background
The Gender Programming and Health Equities Senior Advisor will be working at-large on a global project supporting five countries (number and names of countries to be confirmed at time of award) to strengthen capabilities of host country governments and non-governmental organizations to plan, manage, and monitor sustainable programs and systems to respond to HIV, TB, and other diseases and conditions of public health concern. As countries reach HIV epidemic control, a key priority is sustaining low levels of HIV incidence while supporting greater country ownership and management, facilitating the transition of programs to local oversight, and strengthening financial, operational, technical, and programmatic controls.
Purpose of the Position
The Senior Advisor will lead the application of improvement of health equities services interventions to ensure gender equity across the provision of HIV, TB, and other priority health areas. This position will collaborate with the program and technical teams to drive continuous gender equity improvements through strategically selected and executed improvement initiatives for programmatic as well as clinical outcomes at patient and population levels. The position will train, coach, and mentor program personnel, facility staff, and other front-line service providers as appropriate in the application of gender and health equity to achieve desired improvements in program outcomes. In addition, the Advisor will support health care providers and health managers to ensure gender initiatives drive desired health equity outcomes. S/He will report to the Principal Investigator.
Specific Responsibilities (included but not limited to)
In your role as Gender Programming and Health Equities Advisor you will:
- Works collaboratively with the technical team to promote a gender lens to health equity approaches across the program
- Manages a broad range of strategic and tactical activities related to the identification, development, and implementation of gender and health equity initiatives.
- Manages data collection, analysis and reporting to support implementation of gender and health equity interventions.
- Train and mentor program personnel and facility site multi-disciplinary teams to adopt gender and health equity
- Maintain relationships with relevant stakeholders including CSOs, Ministries of Health, key populations, donors, other key stakeholders as necessary
- Perform any other duties that may be assigned
Qualifications
- Masters’ degree in Public Health or Epidemiology
- Related degree or certificate in gender studies desired
Experience & Skills
- 8 years’ experience promoting gender and health equity, preferable in an HIV, TB, and general public health space
- Experience working across different levels of country program implementation – national, sub national, communities
- Proven ability to establish strong working relationships with a variety of stakeholders including government representatives, non-profit associations, donors, media, academic and research institutes, and other stakeholders
- Fluent in written and spoken English

Civil Society Engagement Lead
Background

Purpose of the Position
The Civil Society Engagement Lead will work with key civil society stakeholders to generate and strengthen accountability, public participation, and sustained success across HIV, TB and other priority health services. S/He will lead related stakeholder engagement and advocacy campaigns. S/He will be responsible for engaging with leaders in civil society to improve accountability for results, strengthen standards, and challenge the norms around HIV, TB, and other health priority areas with the goal of improving health outcomes at all population levels. S/He will report to the Principal Investigator.
Specific Responsibilities (included but not limited to)
In your role as Civil Society Engagement Lead you will:
- Manage, supervise, coordinate, and provide technical leadership to support the project’s civil society strengthening and outreach efforts and ensure that all activities and deliverables are of high quality, on schedule, and reach project objectives and targets
- Oversee and provide technical leadership and design of project interventions to engage the public (including key populations and adolescent and young populations), the mass media, and civil society organizations in HIV, TB, and other health priority area education and service provision information
- Provide technical input to and oversight of the grants program including development of the technical requirements and proposal evaluation
- Build capacity between Ministries of Health and Civil Society for trust in related health provision programs,
- Maintain relationships with relevant stakeholders including CSOs, Ministries of Health, key populations, donors, other key stakeholders as necessary

Qualifications
- Masters’ degree in Public Health, Public Policy, or related
Experience & Skills
- 5 years’ of work experience in civil society engagement in public health, preferably in the HIV, TB and other health priority space
- 5 years’ of demonstrated professional experience in projects of similar size or complexities
- Experience working across different levels of country program implementation – national, sub national, communities
- Extensive familiarity with Quality/Process improvement tools and methodologies
- Proven ability to establish strong working relationships with a variety of stakeholders including government representatives, non-profit associations, donors, media, academic and research institutes, and other stakeholders
- Fluent in written and spoken English

Health Economist and Financing Senior Advisor
Background
The Health Economist and Financing Senior Advisor will be working at-large on a global project supporting five countries (number and names of countries to be confirmed at time of award) to strengthen capabilities of host country governments and non-governmental organizations to plan, manage, and monitor sustainable programs and systems to respond to HIV, TB, and other diseases and conditions of public health concern. Purpose of the Position
The Health Economist and Financing Senior Advisor will provide technical assistance and capacity building support related to health financing policy, health insurance, and health economics on a global health program focused on HIV, TB, and other health priority areas. The Senior Advisory will provide technical assistance in the related areas of strategy development, technical analysis, stakeholder consultation and advocacy, and contributing to technical reports and briefs. Responsibilities require knowledge of health finance issues in the HIV and TB space, as well as cost and economic analysis, and of state-of-the-art innovations in the broader health economics/health care financing domain areas. S/He will report to the Principal Investigator.
Specific Responsibilities (included but not limited to)
In your role as Senior Advisor you will:
- Participate in the design and implementation of technical support activities related to health finance policy and health economics analysis
- Build the capacity of the implementing program team, respective Ministries of Health and other key stakeholders so they may manage health financing challenges and activities
- Support in building the capacity of respective Ministries of Health in health economics
- Stays abreast of key developments in health finance, cost-effectiveness analysis, and resource allocation methodologies for health in Afghanistan to inform technical support activities
- Prepare health financing and health economics analyses, recommendations, briefing notes, and assessments for internal and stakeholder
- Work with program staff to analyse large datasets related to health financing or other domains, using advanced statistical methods, to create technical reports, government briefs, journal articles, or other products as required
- Analyse health sector resource allocation patterns and health services efficiencies and assist in enhancing value for money in HIV, TB and other public health priority areas
- Maintain relationships with relevant stakeholders including CSOs, Ministries of Health, key populations, donors, other key stakeholders as necessary

Qualifications
- Masters’ degree in Public Health, Economics, or related. Further advanced degree such as a PhD a plus
- 8 years’ experience in health financing, preferably in the HIV, TB and other global health priority space
Experience & Skills
- 8 years’ of work experience in health financing and health economics areas in projects of similar size and complexity;
- 5 years of demonstrated professional experience in projects of similar size or complexities
- Experience working across different levels of country program implementation – national, sub national, communities

Health Systems Strengthening Lead
Background
The Health Systems Strengthening Lead will be working at-large on a global project supporting five countries (number and names of countries to be confirmed at time of award) to strengthen capabilities of host country governments and non-governmental organizations to plan, manage, and monitor sustainable programs and systems to respond to HIV, TB, and other diseases and conditions of public health concern. Purpose of the Position
The Health Systems Strengthening Lead will oversee initiatives across country programs ensuring the sustainability of health systems. This includes providing technical expertise across health information systems, laboratory systems, human resources for health all matters contributing to a successful health system. The Health Systems Strengthening Lead will work closely with program Principal Investigator and Project Director, respective Ministries of Health, and key population organizations. S/He will work with all stakeholders to maintain national level health policy compliance. S/he will also support management of the supply chain for health commodities and build capacity of the district and facility teams to achieve effective and sustainable access to health commodities. S/He will develop measures of performance and coordinate all activity for health systems strengthening across countries. This position reports to the Principal Investigator.
Specific Responsibilities (included but not limited to)
In your role as Health Systems Strengthening Lead you will:
- Provide technical leadership and advisory services on Health Systems Strengthening
- Support respective Ministries of Health at a national, provincial district and facility levels to strengthen capacity and systems for efficient delivery of essential health services, including planning and budgeting
- Continuously assess facility needs in liaison with the Principal Investigator and project team, and recommend solutions to achieve program objectives and technical needs
- Coordinate capacity assessments for facilities and state and develop targeted capacity development plans
- Effectively source and manage a team to support health systems strengthening activities
- Work closely with all colleagues despite department to ensure staff coherently understand strategies to deliver on health systems strengthening needs
- Facilitate cross learning for all program stakeholders
- Ensure implementation of work plans and achievement of results across all countries
- Utilize innovative training methodologies, adapt curricula to support trainings on relevant topics at facility, district and provincial levels to improve health supply chain systems
- Lead the development of strategies to improve management of health products and technologies
- Support the establishment of medicine and commodities security functions in the provinces
- Guide, lead, mentor and support related program staff
- Manage related stakeholder relationships

Senior Continuous Quality Improvement (CQI) Advisor
Background
The Senior CQI Advisor will be working at-large on a global project supporting five countries (number and names of countries to be confirmed at time of award) to strengthen capabilities of host country governments and non-governmental organizations to plan, manage, and monitor sustainable programs and systems to respond to HIV, TB, and other diseases and conditions of public health concern. As countries reach HIV epidemic control, a key priority is sustaining low levels of HIV incidence while supporting greater country ownership and management, facilitating the transition of programs to local oversight, and strengthening financial, operational, technical, and programmatic controls.
Purpose of the Position
The Senior CQI Advisor will lead the application of improvement science methods for improving quality of services and program interventions. This position will collaborate with the program and technical teams to drive continuous quality improvements through strategically selected and executed improvement initiatives for programmatic as well as clinical outcomes at patient and population levels. The position will train, coach, and mentor program personnel, facility staff, and other front-line service providers as appropriate in the application of CQI strategies to achieve desired improvements in program outcomes. In addition, the Advisor will support health care providers and health managers to transition QI from discrete improvement projects to routinized process through institutionalization of QI practice as a culture. Further, the Advisor will work with SI teams to develop metrics for monitoring effectiveness of QI practice within facilities. S/He will report to the Principal Investigator.
Specific Responsibilities (included but not limited to)
In your role as Senior CQI Advisor you will:
- Lead the conduct of a needs assessment for quality improvement and oversee its implementation
- Provide oversight for technical assistance and guidance on quality improvement for a comprehensive clinical cascade including HIV testing, PMTCT, TB/HIV, care and treatment and ART
- Train and mentor program personnel and facility site multi-disciplinary teams to adopt CQI principles in delivery of comprehensive HIV services
- Support benchmarking, spread, and implementation of best practices
- Lead data analysis, target re-calibration as part of remediation interventions following program performance assessment
- Support adoption, spread and implementation of CQI Guidelines developed at the national level
- Maintain relationships with relevant stakeholders including CSOs, Ministries of Health, key populations, donors, other key stakeholders as necessary

Qualifications
- Masters’ degree in Public Health or Epidemiology
- 5 years’ experience implementing Continuous Quality Improvement activities or programs in healthcare or related sectors/settings especially HIV/AIDS quality improvement programming
- At least 5 years’ experience of mentorship, training or coaching for process improvement

S/He will collaborate with the program and technical teams to drive continuous quality improvements through strategically selected and executed improvement initiatives for programmatic as well as clinical outcomes at patient and population levels.

In your role as Implementation Science Lead you will:
- Under the direction of senior program staff, ensure patients are successfully registered and retained in related HIV, TB, and other public health intervention programs
- Oversees review of data collection and surveys
- Assists in designing and implementing of quantitative and qualitative data collection tools
- Leads data quality assurance across the program
- Serves as administrative lead for GU in partnership with related CSO and public health centers to ensure effective activities carried out across stakeholders
- Serves as lead researcher in patient, CSO and other stakeholder coalitions
- Assists with related manuscript and presentation preparation
- Performs other duties as needed.

Organizational Development and Capacity Building Lead
Background
The Organizational Development and Capacity Building Lead Program will be working at-large on a global project supporting five countries (number and names of countries to be confirmed at time of award) to strengthen capabilities of host country governments and non-governmental organizations to plan, manage, and monitor sustainable programs and systems to respond to HIV, TB, and other diseases and conditions of public health concern. As countries reach HIV epidemic control, a key priority is sustaining low levels of HIV incidence while supporting greater country ownership and management, facilitating the transition of programs to local oversight, and strengthening financial, operational, technical, and programmatic controls.
Purpose of the Position
The Organizational Development and Capacity Building Lead curates and runs civil society organization (CSO) and related stakeholder management in relation to the HIV, TB, and other public health areas this program addresses. The work S/He will lead includes peer learning and information sharing across stakeholders, geared towards building and implementing capacity plans. S/He will design and implement ongoing stakeholder engagement activities. S/He will represent GU in related country and technical workshop meetings. S/He will report to the Project Director.
Specific Responsibilities (included but not limited to)
In your role as Organizational Development and Capacity Building Lead you will:
- Build community relationships with CSOs and other key community stakeholders
- Facilitate peer learning gatherings, workshops, retreats
- Act as an intermediary for related community impact assessments in close liaison with the program team
- Design, implement, and report on surveys and other learning tools to ensure goals of the program align to intended program outcomes
- Maintain a quality tool directory for CSOs and stakeholders involved in the program to ensure effective information sharing
- Develop ongoing peer learning opportunities that align to the capacity building needs of the cohort/affiliate members in respect to the programs HIV, TB and other defined public health areas
- Develop relationships with other capacity building organizations for program Collaborate closely with community leaders, policymakers and community groups to improve planning and implementation of related health services at the community level
