Grants & Procurement Officer

Job Summary:

The Grants & Procurement Officer will be responsible for documentation and records management in the Procurement and Logistics unit. He/she will work with the EGPAF country team to follow-up on outstanding documentation from all internal and external stakeholders

  Key Responsibilities:

  • Maintain the supporting documentation file (attendance register, transfer memo) from the Technical team.
  • Update the GPS System on Order Requests fully received on a weekly basis
  • Upload and submit valid invoices and supporting documentation to Finance
  • Share weekly status on delivered orders
  • Custodian of the storeroom by maintaining records of supplies and register for distributed items
  • Conduct periodic physical inventory checks on the and condition Equipment’s and Supplies donated to health facilities and other third parties
  • Administer Grants in the GPS system
  • Follow up on Grantee monthly invoices & supporting documents
  • Conduct periodic physical inventory count in the EGPAF Swaziland office
  • Maintain the contracts register and alerts the P&L Manager for contracts performance at least three (3) months before the contracts expire
  • Follow up on monthly invoices and ensure on timely payments for SLAs and Consultants
  • Maintain The Foundation’s pre-qualified vendors list & maintain vendor performance tracker
  • Any other duties assigned by designated supervisor

  Qualifications, skills and experience

  • A minimum of a Procurement/Business Management Degree
  • Minimum 3 years working experience in procurement and logistics activities
  • CIPS qualification is an added advantage

  Bonus Competencies:

  • Preference for candidates who have experience working with International NGOs.
  • Understanding and experience with USG procurement and logistical regulations.
  • Strong interpersonal skills
  • High quality written & oral communication ability
  • Strong Computer Literacy

VMMC Nurse

Job summary:

The VMMC Nurse is a self-motivated individual who will assist with medical procedures and counseling within EGPAF’s Male Circumcision clinic and other EGPAF supported sites. S/He will be responsible for working with MC clients to ensure the highest quality service provision. S/He will also provide consultations to clients coming to the clinic for comprehensive male sexual and reproductive health services including HIV, TB and NCDs. S/He will support the monitoring and inventory of supplies and performance of equipment, provide feedback on operational issues such as client flow, procedure protocols, and client communication.

Key Roles and Responsibilities

Program Planning, Management and Development (5%)

  • Supports in the development of EGPAF annual project work plans and monitors implementation
  • Assists in compilation of project reports to donor, MOH and EGPAF HQ
  • Support the Medical Officer for VMMC Services to oversee all VMMC activities under EGPAF to ensure all activities are implemented according to required standards

Regional Level (5%)

  • Contributes and participates in RHMT meetings and provide quarterly VMMC updates on key performance indicators

Facility Level (75%)

  • Assists in the preparation of theater and supplies for MC procedures.
  • Assists in cleaning, waste disposal, and sterilization procedures.
  • Assists the doctor during MC procedures.
  • Provides consultations to clients coming to the clinic for comprehensive male sexual and reproductive health services including HIV, TB and NCDs
  • Works with nurses and counselors to ensure high quality counseling is provided to clients
  • Supports quality assurance visits and be responsive to evaluator concerns
  • Ensures patient information is accurately collected and maintained in accordance with monitoring and evaluation guidelines
  • Supports and participates on internal committees to improve clinic operations, quality, and systems.
  • Assists in logistics, planning and participating in VMMC outreaches and campaigns ensuring that sites are adequately prepared according to national site readiness and QA standards.
  • Supports and facilitates at various program trainings including MC and QA.
  • Supports the development and execution of proper waste management system that meets the national and international standards.
  • Participates in the department M&E system, data management and confidentiality procedures.
  • Participates in the MC program research activities adhering to standards, guidelines and procedures.
  • Supports and participate in the program demand creation strategies, plans and procedures.
  • Adheres to EGPAF MC Program clinical policies, guidelines and procedures.

Qualifications, Knowledge, Skills and Abilities

  • A Degree in Nursing and Midwifery
  • Training and experience in a surgical and/or clinical setting preferred.
  • Certified in voluntary medical male circumcision provision (VMMC)
  • Certified to practice in Eswatini with current practicing license.
  • Good knowledge of HIV and TB
  • Strong proficiency in Microsoft Word, Excel, Power Point, and the Internet;
  • Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of professional conduct.
  • Good interpersonal skills;
  • Communicates well both orally and in writing with particular emphasis on presentation skills.
  • Fluency in English and siSwati
  • Computer literacy, including use of basic Microsoft packages (Word, Excel & PowerPoint) and statistical packages
