Baylor College of Medicine Children’s Foundation – Swaziland situate at the Bristol-Myer’s Squibb Children’s Clinical Centre of Excellence (COE) in Mbabane and the associated Satellite Centers of Excellence (SCOE) at Hlathikulu Government Hospital and RFM Hospital in Manzini are a manifestation of a public-private partnership between the Government of the Kingdom of Swaziland and Baylor College of Medicine, Texas, USA.

The Foundation seeks to immediately fill the following position: HR MANAGER

The Human Resources Manager will serve as the head of Human Resource functions and as a key business partner to the management team leading and creating initiatives, systems, and best practices. The HR Manager is responsible for the management of the day-to-day operations of all HR. They will serve as a member of BCMCF Eswatini Senior Management Team and reports directly to the Executive Director. The duty station is The Baylor College of Medicine Bristol-Myer’s Squibb Children’s Clinical Centre of Excellence (COE) in Mbabane and the associated Satellite Centers of Excellence (SCOE) at Hlathikulu Government Hospital and RFM Hospital in Manzini.

Duties and Responsibilities: Responsibilities include, but are not limited to the following;

Human Resources Management:

  • Develop and administer human resources policies, procedures and SOPs that relate to BCMCF Eswatini personnel;
  • Develop and manage HR department goals, objectives and systems;
  • Oversee creation and revision of job descriptions;
  • Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation;
  • Conduct recruitment process
  • Conduct periodic surveys to measure employee satisfaction and employee engagement;
  • Maintain thorough and complete personnel records for BCMCF Eswatini employees;
  • Conduct performance management in BCMCF Eswatini;
  • Performance and conflict management of all staff;
  • Attend to staff grievances and implement clear grievance and conflict resolution procedures;
  • Represent BCMCF Eswatini in disciplinary proceedings, in consultation with the Executive Director and/or Board of Trustees as relevant;
  • Work with BCMCF Eswatini Finance Manager and Executive Director to develop, analyse and update BCMCF Eswatini salary budgets;
  • Performs other duties as assigned by the Executive Director.

Minimum Qualifications:

  • A degree in Industrial Psychology/Human Resource Management or equivalent with 6 years of experience, and 4 years being in a Senior Management position OR
  • Master’s degree in Industrial Psychology/Human Resource Management with 3 years’ experience two of which must have been in a Senior Management position.
  • Demonstrated experience in USG and other donors’ HR principles, practices, rules and regulations and apply these in program decision-making.
  • Demonstrated record of accurate and on-time reporting to donor agencies.
  • Demonstrated experience in managing departments and supervising teams.
  • Demonstrated ability to communicate effectively in English, both verbally and in writing.
  • Demonstrated proficiency in Microsoft applications and experience in using commercially available HRM software programs.
  • Demonstrated experience and knowledge of HR best practices and general practices.
