Pact is implementing a USAID-funded project entitled Swaziland Ready, Resourceful, Risk Aware locally known as (Insika ya Kusasa). The objective of the project is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), adolescent girls (AG) and young women (YW) in Swaziland. The project will result in mitigation of the impact of HIV, reduction in new HIV infections, and improved HIV clinical outcomes for the above target groups.

Position Summary: The systems developer will be part of a team responsible for the development and management of the DREAMS Database. The developer will be responsible for managing and maintaining the DREAMS Database. The developer will assist in ensuring that data flows seamlessly from existing Pact data collection platforms into the DREAMS Database. The developer will also liaise with partners to determine areas of improvement on the DREAMS database and identify changes that might need to be implemented within the DREAMS Database. This position will be based at Pact in Mbabane.

Key Responsibilities:

  • Elicitation, documentation and implementation of user requirements
  • Document all user requirements for Pact projects database and work with Senior information systems developer to implement all user requirements identified during the requirements gathering phase.
  • Work with all Pact partners to test implemented user requirements
  • Gather requirements on all edits that may be required in the National DREAMS database including visualizations and addition of content to the database.
  • Development and maintenance of Information systems
  • Develop new modules in the existing mobile application and maintain existing data collection applications and data management systems.
  • Provide support in maintaining the National DREAMS database and maintenance of all Application programming interfaces that are linked to the DREAMS database
  • Quality assurance of DHIS2 and other data management systems across all projects and data warehouse
  • User training and provision of technical assistance
  • Provide user training and assist Senior Information Systems Developer in formulating user training manuals and all administrator manuals.
  • Document all training needs for users of the DREAMS database and users of existing Pact data management systems
  • Identify emerging data management resources and train users on said technologies
  • Provide ongoing technical assistance to DREAMS implementing partners to effectively utilize the Database and other technologies for data management and reporting.
  • Conduct quarterly site level user support clinic to provide one to one mentoring to Field officers and community data collectors on the CommCare App.
  • Data Quality management
  • Work in collaboration with Strategic Information team to institute data quality assurance measures in the data management systems
  • Continuously review and analyze data for quality standards and highlight any issues arising to the SI team for action
  • Troubleshoot issues that may arise from the DREAMS database
  • Analyze systems performance, identify challenges, troubleshoot and Produce regular reports
  • Provide a summary of all data uploads that occur between the Pact Mobile application and the DREAMS database

Required Qualifications/Skills:

  • Bachelor’s degree in computer science, Computer Engineering
  • 3+ years of experience in the development and operations of health information systems
  • Experience in rollouts of data management systems from National to community level
  • Experienced in applying user-centered requirements processes for systems design
  • Experience developing web-based and mobile applications, web-oriented programming language (e.g. Java, CS, Java Script), and Unix/Linux system management.
  • Experience in working with scripting languages (JavaScript in various forms e.g. Node.js, Ajax etc.)
  • A strong understanding and working knowledge of database design and conceptualization
  • Working knowledge of database management systems (SQL server or MySQL preferred)
  • Strong analytical skills
  • A team player but also able to work independently and to manage various projects daily with minimal supervision
  • Excellent time management, people, and partnership skills
  • Excellent spoken and written English language Siswati language proficiency is an added advantage
  • Availability and willingness to travel to the field sites regularly for on ground support to data collectors and system users (up to 30% of time).

Optional Qualifications/ skills

  • Experience in development and operations of DHIS2 instance
  • Experience in national level work on health informatics (work with the MOH is a plus)
    M22 Compensation commensurate with experience and qualifications.
