INFRASTRUCTURE SPECIALIST & SENIOR MARKET CONDUCT ANALYST (RETIREMENT FUNDS)

INFRASTRUCTURE SPECIALIST

FSRA invites applications from suitably qualified and experienced individuals to apply for the position of Infrastructure Specialist within the IT Unit, Corporate Services Department.

Reporting to the Manager IT, the successful candidate will be responsible for the strategic design, implementation, administration, optimization, and security of the organization’s ICT infrastructure to ensure high availability, resilience, scalability, and operational efficiency. The role also provides technical leadership in enterprise infrastructure, networking, cybersecurity, cloud and virtualization services, disaster recovery, and business continuity while ensuring alignment between ICT services and organizational objectives.


Key Responsibilities

  • Design, implement, and maintain enterprise ICT infrastructure, networks, servers, storage systems, and cloud services.
  • Ensure infrastructure availability, scalability, security, and operational resilience.
  • Manage disaster recovery, backup, and business continuity solutions.
  • Lead infrastructure security initiatives including firewalls, VPNs, endpoint protection, and vulnerability management.
  • Support ICT infrastructure projects, systems implementation, and digital transformation initiatives.
  • Monitor infrastructure performance, capacity, and service availability.
  • Manage ICT vendors, service providers, and infrastructure-related procurement processes.
  • Ensure compliance with ICT governance frameworks, security standards, and best practices.
  • Prepare infrastructure performance, risk, and compliance reports.

Required Qualifications & Key Competencies

  • Bachelor’s Degree in Information Technology, Computer Science, Information Systems, Network Engineering, or a related field.
  • Professional certifications such as:
    • Project Management
    • Microsoft 365 Certified: Administrator Expert
    • Azure
    • Information Technology Infrastructure Library (ITIL)
    • ISO 27001
    • Certified Information Security Manager (CISM)
      or equivalent certifications will be an added advantage.
  • Minimum of 3 years’ relevant experience in ICT infrastructure administration, networking, systems engineering, or cybersecurity.
  • Proven experience in enterprise infrastructure, virtualization, cloud services, backup technologies, security infrastructure, and disaster recovery.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • High level of integrity and professionalism.
  • Ability to work under pressure and manage multiple priorities.
  • Strong technical leadership and stakeholder management skills.
  • Innovative and solution-oriented mindset.

SENIOR MARKET CONDUCT ANALYST (RETIREMENT FUNDS)

FSRA invites applications from suitably qualified and experienced individuals to apply for the position of Senior Market Conduct Analyst – Retirement Funds within the Market Conduct Department.

Reporting to the Manager Market Conduct – Retirement Funds & Capital Markets, the successful candidate will be responsible for leading, at a technical level, the processes involved in conducting Retirement Funds sector market conduct on-site inspections, off-site surveillance, mystery shopping, and follow-ups to ensure remediation of identified gaps and weaknesses.

The role also serves as a leadership position responsible for mentoring, training, and guiding Analysts in performing the continuum of market conduct on-site examination and off-site activities.


Key Responsibilities

  • Participate in the development and implementation of the Market Conduct Unit’s strategy and objectives.
  • Contribute to the preparation and development of the Market Conduct – Retirement Funds and Capital Markets Unit’s budget.
  • Plan, lead, manage, and conduct comprehensive, targeted, and risk-focused market conduct and consumer protection on-site examinations, off-site surveillance, and mystery shopping within the Retirement Funds sector.
  • Contribute to the development of market conduct onsite and off-site inspection policies and procedure manuals.
  • Participate in the development of Market Conduct – Retirement Funds and Capital Markets business processes (BPs) and service level agreements (SLAs).
  • Monitor and assess the market conduct compliance of licensed entities through off-site surveillance and risk assessments.
  • Conduct Retirement Funds industry-wide analysis, risk assessments, identify emerging risks, and recommend corrective actions where necessary.
  • Conduct rules review processes for the Retirement Funds sector.
  • Participate in the implementation of key persons training on market conduct issues and other relevant capacity-building programs for licensed entities.
  • Contribute to the compilation of Unit reports including Industry Specific Reports, Statistical Bulletins, PEU and Board Reports, FSRA Integrated Reports, and other ad hoc reports as required.
  • Collaborate and participate in Capital Markets sector activities as support.
  • Foster collaboration with both domestic and international regulatory bodies such as the IMF, IOSCO, IAIS, AFI, IOPS, and the World Bank.
  • Mentor and guide Analysts, supporting their professional growth and technical development.

Required Qualifications & Key Competencies

  • Bachelor’s Degree in Finance, Economics, or a related field.
  • A relevant postgraduate qualification will be an added advantage.
  • Minimum of 3 years’ experience in a relevant role within financial services, compliance management, or risk management.
  • Must be a self-starter and team player with exceptional time management and interpersonal skills.
