Senior M&E Advisor: Seconded to the Ministry of Health Eswatini M&E Unit 
Fixed Term Contract| Mbabane, Eswatini
Duration: 12 months (September 2022- September 2023)

The Technical Support Services (TSS) Activity helps USAID/South Africa and Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID’s largest health portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work. TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.

Description of Position
Panagora seeks a Senior Monitoring and Evaluation (M&E) Advisor to support the Eswatini Ministry of Health’s M&E Unit in the collection, analysis and reporting of key health data, with focus on HIV programming, based in Eswatini.

Duties and Responsibilities 
Provides technical support to the Eswatini MOH M&E Unit in key functions including data collection, analysis and reporting processes.
Provide expertise in major data processes including routinised data collection, cleaning, analytics, visualization, and reporting to the Eswatini MOH M&E Unit.
Support the coordination of implementing partners to ensure standardized data collection, validation and reporting processes at all levels (Facility, Regional, National).
Coordinate with identified stakeholders to support key M&E functions at the local, Regional and National levels.
Support with the development of resources designed to improve facility data validation processes.
Assist with the creation of training materials for use during Facility and Regional level learning sessions on a variety of focus areas including data interpretation, use and utilization
Facilitate learning sessions with facility and regional key stakeholders.
Further develop innovative and cross-cutting monitoring tools, including Data Quality Assessment and Improvement (DQA/I) approaches and tools.
Develop data dashboards to assist in the validation and reporting of key data to an array of stakeholders.

Requirements / Qualifications: A completed master’s degree in public health, epidemiology, biostatistics, statistics, data management, information systems, or similar discipline; or equivalent professional experience
Experience: At least 5 years of experience in public health programming and experience working in technical oversight, design, and implementation of health programs in developing countries.
Comprehensive and broad experience working in data analytics, data visualization, technical oversight and supervision/mentoring.
Proficiency in Excel and R; experience in data analytic programs such as Stata, and/or SPSS are advantageous
Fluency with data visualizations software such as Tableau, PowerBI, QlikView, Google Data Studio, and advanced PowerPoint, and other similar business intelligence tools.
Five years of experience in monitoring, evaluation, and learning (MEL) and other surveillance systems, evaluation of program/project/activity implementation, in direct program/project/activity management, or in a closely related activity is required.
At least five years of this experience in a development-oriented workplace, or a related field, for government, cooperating donors or private-sector institutions, and which included project design, performance monitoring, and/or the analysis and interpretation of large amounts of data, is required.
Strong quantitative, analytical and reasoning skills, verbal skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
Excellent interpersonal skills and ability to work with individuals from diverse professional backgrounds.
Analytical thinking and attention to detail .
Strong report writing and presentation skills in English.
Strong work ethic and the ability to work well independently and as part of a team.
This position may require travel.

Alignment of quarterly reported data between MOH and supporting partners.
Data utilization training for facility, regional and national levels.
Functional innovative monitoring tools including dashboards for reporting of key indicators.
Utilization of the innovative monitoring tools to facilitate performance monitoring and quality reporting to an array of stakeholders.
