VACANCY – Field Program Senior Manager

PSI/ES is a network members of PSI, non-profit company, registered locally under the laws of Eswatini that has been implementing health programs since 2001. Fully committed to measurable health impact, PSI/Eswatini works in close cooperation with government, partners in the public and private sectors and local civil society to deliver high quality health programs to reach vulnerable populations with needed health prevention services, products and information. The organization is currently implementing HIV prevention programs including community-based HIV counseling and testing, linkages to care and treatment, treatment initiation, voluntary medical male circumcision, non-communicable diseases (NCD) and condom promotion and distribution, employing both fixed site and mobile outreach models. All services are accompanied by social behavior change communication messaging.

PSI seeks an enthusiastic, energetic, and committed individual with an interest in building a career in NGO sector for the position of Field Program Senior Manager.  He/she work within PSI Eswatini’s HIV/SRH Services to lead program activities. This individual’s overall function is to provide overall direction and mentorship to regional teams to implement index testing in communities and facilities. S/He is expected to get buy-in from facilities to share information with community teams and will sit at facility HTS response teams.

Your contribution

Specific responsibilities include but are not limited to:

Technical guidance for the field team:

  • Provide training, mentorship and coaching to field team by cascading head office level guidance from the HIV, SRH and DREAMS departments
  • Guide the team to demonstrate technical presentations with regional government structures and other implementing partners
  • Provide timely feedback to the supervisor with field technical perspective including documenting program success, challenged and proposed solutions for programmatic and strategic input and improvement or scale up

Mentorship and Supportive supervision

  • Offer mentorship and support on program management, leadership and management to regional managers in order to trouble shoot challenges on the ground
  • Conduct supportive supervision for field program managers to improve routine program monitoring to meet targets
  • Provide strategic direction to the field and program managers leading the field and facility teams
  • Offers support to regional managers to ensure index testing implementation and monitoring of the cascade with fidelity
  • In collaboration with the regional managers ensures the implementation of priority strategies as guided by evidence and MOH (Recency testing, CommART, Index testing and any other innovations)
  • Provide input into the HIV Services strategy and develop concrete and strategic plans for community outreach activities.

Bottom-up Program Management

  • Schedule, manage and conduct meetings with region to review progress against site level program targets
  • Liaise with facility and respective community structures and leadership towards site level implementation including but not limited to index HTS, integrated SRH and DREAMS in facilities and communities
  • Prepare weekly summary reports displaying trends and progress against project goals and overall program success
  • Create feedback plans between facility and community and provide regular status updates communicating progress towards commitments
  • Manage multiple field and program projects simultaneously across regions
  • Working with regional managers ensures team work in communities and facilities and across regions.

Partnership Development and management

  • Working in collaboration with the regional field and program managers the Field Program Implementing

Sr Manager will also be the primary point of contact with the Regional Health Management Teams (RHMT) in respective regions

  • Facilitate and coordinate relationships within and between facilities and communities. Further harness and assure fruitful collaborations between other implementing partners working in regions facilities and communities
  • Create sound collaborations with other relevant stakeholders in communities and health care facilities to ensure targets achievements
  • Ensure that PSI is represented in regional health management meetings through attending and sitting in RHMT meetings and submits monthly minutes and action points.
  • Delegate the regional managers whenever possible with clear guidance

Operational and compliance Oversight

  • Work closely with regional managers to plan, oversight and monitor PSI field operation
  • With close collaboration with PSI/Eswatini support functions, cascade PSI standard procedures and follow their implementation
  • Monitor and assess field operations and their compliance against our policies and procedures
  • Monitor and implement audit findings and their management action plan in our field officer
  • Develop risk register, plan and prevent audit risks from field

Quality Assurance and Quality Improvement

  • Collaborate and facilitate cross-functional communication between regions on best practices
  • Conduct collaborative learning and sharing sessions for field regional teams
  • Develops quality standards for the field program activities and monitors implementation
  • Supports quality improvements projects developed by the teams
  • Oversee and participate in various internal committees that meet to help improve field and program operations, quality and systems
  • Supports internal and external quality assurance visits and be responsive to evaluator concerns
  • Conducts annual training needs assessments for the regional team and communicates with the QA and training office.

Monitoring, Evaluation and reporting

  • Ensure daily, weekly and monthly reports are compiled by regional managers
  • Ensure any additional M&E or data activities are carried out in conjunction with the SI Department
  • Actively monitors weekly targets achievements and supports field teams.

The Basics:

  • Bachelor or advanced degree in Social Sciences, Public Health or Community Nursing; or equivalent
  • At least 7 years of related experience, with a preference for experience in community HTS programming and implementation and understanding of facility HTS implementation
  • At least one year of people management
  • Certificate in HTS Training from an accredited institution; extensive knowledge of index testing implementation
  • Sexual Reproductive Health understanding and good knowledge of HIV/AIDS
  • Excellent Interpersonal and communication skills
  • Fluency in English and SiSwati (preferred)
  • Excellent computer skills: Windows XP Microsoft Office (Word, Excel, PowerPoint, Internet and E-mail use)
  • Administrative skills and NARTIS trained an added advantage.

PSI seeks an enthusiastic, energetic, and committed individual with an interest in building a career in NGO sector for the position of Administration Coordinator within PSI Eswatini. This individual’s overall function is to ensure safe, secure and conducive working environment in PSI Eswatini office; provision of critical administrative support services; maintain and ensure proper functioning of vehicles, facilities and equipment; and reporting and managing all incidents. As an Administration Coordinator you have visibility of all office operations, it’s a demanding role but very rewarding for a person who makes things happen.

Your contribution

Specific responsibilities include but are not limited to:

  • Manage office support services, local and international transportation, facilities, purchases and hospitality to visitors to ensure smooth operation of PSI Eswatini office.
  • Ensuring that day to day administrative function of all offices is running smoothly that includes

o   reception areas professionally manned,

o troubleshooting problems with the physical office space,

o     maintain high levels of cleanliness and aesthetics for all offices,all office and PSI international staff resident/s PSI equipment is functioning properly and maintained.

  • Facilitate the process of visas for incoming and out-going staff and visitors as required.
  • Facilitate in-country and international travel arrangements in line with Policy, in consultation with Procurement. Facilitate hotel reservations and accommodation as required in-country and internationally.
  • Oversee mailing activities to ensure efficient and effective mail runs.
  • Design, implement, and manage administration function for efficient office functioning.
  • Manage the security service and ensure safety and security of staff and office premises, vehicles and equipment.
  • Oversee and ensure execution of Fire Marshal duties and responsibilities in-consultation with the Supply Chain Manager. Enforce security and safety procedures and liaise with law enforcement agencies over criminal and other security concerns.

Fleet management:

  • Ensure all Drivers know and abide by the Vehicle Policy of PSI Eswatini and the Eswatini Traffic Regulations.
    • Ensure regular and appropriate maintenance, servicing, vehicle parking log books, first aid kits and fire extinguisher.
    • Responsible for the fleet function with regards to managing the day to day transport needs for HQ and other offices. Through the Senior Fleet Officer, monitor and control movement for all vehicles, fuel usage and ensure that all vehicles are well maintained and road worthy. Coordinate and supervise daily operations and service delivery within fleet and administration.
  • Efficiency: Analysis of various functions within admin towards an efficient process and key performance indicators towards operational excellence. These include PSI trends on fuel, supplies and utilities etc.

People management:

  • Coach, train, educate and mentor direct reports and support them in handling complex issues in their assigned duties. Evaluate and report the periodic performance of direct reports and provide them regular feedback and support to improve their performance.
  • Ensure Supervised staff submit a monthly Time Sheet and report accordingly.
  • Contribute to the development and updating of PSI policies and procedures related to administration and fleet management.

Compliance:

  • Write reports of irregularities on equipment or property damage, vehicle accidents, theft, daily presence of authorized persons or unusual occurrences and keep records of all incidents on a daily register book.
  • Facilitating PSI work to be compliant with government requirements. E.g. Registration renewal, occupational health and safety etc
  • Submit monthly administration and Fleet Reports.

What are we looking for?

The Basics:

  • Bachelor or Advanced Degree in Business Administration or other related qualification
  • Certification in Transport or Fleet management, preferred
  • At least 3 years’ related administrative experience with an NGO
  • Excellent computer skills: Windows, Microsoft Office (Word, Excel, PowerPoint, Internet and E-mail use).
  • At least 1 year of people management experience preferred or demonstrated ability to supervise a team
  • Good track record in records processing and management
  • Fluency in Siswati and English both written and spoken
  • Valid Driver’s license with more than 2 years driving experience

PSI seeks an enthusiastic, energetic, and committed individual with an interest in building a career in NGO sector for the position of Partnership Manager within PSI Eswatini team.  This individual’s overall function will entail leading coordination of capacity building activities with local faith leaders and community carers’ across denominations and churches to raise HIV awareness, and prevent sexual violence against children. The position will work on the FCI project and also work with the Deputy Prime Ministers Office and Ministry of Justice to create an enabling environment for expediting cases of sexual violence against children.

Specific responsibilities include:

Implementation

  • Provide support to FCI church denominations in Manzini and Lubombo to implement FCI evidence based activities including dissemination of messages of hope, access to health services and prevention of sexual violence against children.
  • Collaborate with partners, PEPFAR and FCI national program staff to ensure reach of result within the program.
  • Work together with Faith Leaders and supervise activities conducted by community carers.
  • Provide refresher training and trainings for faith leaders and community carers on HIV basics and PSVAC.
  • Schedule as necessary access to health services and other activities required by the churches in implementation of FCI.
  • Ensure availability and proper usage of programmatic tools and standards of service provision in all supported churches and communities. Collate reports from the churches and together with M&E department and DREAMS director use the data for program planning.
  • Lead environmental health interventions in the organization.
  • Lead on project management standards across PSI/Es program.

Representation

  • Work with the marketing and communications department to develop job aids and IEC as needed.
  • Act as a point of contact and represent PSI in FCI TWGs and meetings with timely reporting to the DREAMS Director on initiatives taken.
  • Work with FCI Partners in implementation of FCI to ensure harmonization and reduce duplication of activities
  • Collaborate with DPMO and MOJ to create an enabling environment to implement Justice for Children activities.
  • Build capacity for faith community to be able to sustain the FCI initiatives post PEPFAR funding.

Fundraising

  • Assist the CR/DCR with fundraising through partnership with international organizations and diverse group of donors. Monitoring and evaluation
  • Work with finance and Research/M&E departments to analyze cost per output unit (i.e., MC, HTS) and carryout expenditure analysis for donors.
  • Ensure that PSI/ES is in compliance with PSI’s Standards for Technical Excellence and Performance (STEPS); track performance and report to the CR and DCR. What are we looking for?
