POSITION: SAFETY AND SECURITY MANAGER

The U.S. Peace Corps/Eswatini is seeking an individual for the long-term Personal Service Contract position of Safety and Security Manager.

Position Summary:

The role of the Safety and Security Manager (SSM) is to support security-related functions (i.e. site inspection and selection, Volunteer site visits, emergency planning, incident response, etc.) that are critical to post operations and Volunteer support. The Office of Safety and Security provides technical oversight of security related matters and SSM professional development. The SSM reports to the Country Director (CD) who manages day to day workload.

The SSM has primary responsibility for managing appropriate safety and security systems and procedures in compliance with MS 270 and other policies, and develops risk mitigation and response strategies to implement the Post security program. The SSM is responsible for reporting non-compliance with MS 270 to the CD.

Under the direct supervision of the CD, the SSM may also be the contact point with the Peace Corps Safety and Security Officer (PCSSO), Regional Security Advisor (RSA), Embassy security officials, and local law enforcement agencies in carrying out the responsibilities designated below or as directed by the CD.

Technical review, evaluation and training will be conducted during PCSSO visits and through review of reports submitted and other materials produced.

May be designated limited supervisory responsibilities if assigned by the Country Director and with the approval of the Regional Director. Personal Services Contractors (PSCs) may only supervise other PSCs. (See MS 743a and MS 744a). Supervisory responsibilities are approved to supervise the Safety and Security Assistant.

Required Qualifications:

  • Graduated from a four-year college or University Strong written and verbal communication skills (English)
  • Strong interpersonal and exception organizational skills
  • At least three years progressively responsible experience in a position in which safety and security were a prime requirement of the position
  • Ability to work independently and as part of a team
  • Ability to plan, organize and prioritize tasks
  • Ability to liaise with appropriate authorities
  • Understanding of safety and security in Eswatini
  • Ability to analyze safety risks and propose mitigating strategies
  • Ability to travel 30% of the time
  • Familiarity with Government of Eswatini public safety entities and issues
  • Ability to effectively communicate with diverse groups (American volunteers, staff, police etc.)
  • Demonstrated excellence in training
  • Valid driver’s license with a safe driving record
  • Eswatini National preferred
  • Prior work experience with an international governmental or non-governmental organization preferred

Salary plus Allowances and Bonus:

Salary is commensurate with experience. In addition, a 13th month bonus, Meal and Miscellaneous Allowances as well as . Health and Social Security Insurances are provided.

WORK HOURS:  FULL-TIME; 40 HOURS/WEEK

The U.S. Peace Corps/Eswatini is seeking an individual for the long-term Personal Service Contract position of Safety and Security Assistant (SSA)/Driver.

Position Summary: This is an entry-level position. It is a multi-faceted, 40 hour per week, position requiring a great degree of energy, initiative, attention to detail, and flexibility. The incumbent provides administrative support to the safety and security program. The primary responsibilities of the SSA/Driver are ensuring security-related files are kept up-to-date; maintaining the Whereabouts reporting system; assisting in the analysis and reporting of security incidents; preparing reports, training materials, and other resource materials: and maintaining up-to-date contact information for local and national police, transportation, and consolidation points. The SSA/Driver is also responsible for basic maintenance and upkeep of Peace Corps/Eswatini fleet of vehicles and vehicular equipment. He/she also operates the vehicles to transport Staff, Volunteers and official visitors as well as supplies and equipment as needed.

Required Qualifications: Successful candidates must possess and/or demonstrate: (1) A college degree (or local equivalent). (2) A minimum of two years of related work experience. (3) Ability to conduct training and give presentations, in both English and a local language. (4) Ability to analyze crime trends and other risks and propose mitigation strategies. (5) Ability to develop and maintain effective working relationships with other organizations, including local law enforcement, criminal justice, emergency management and other NGO/development agencies (6) Computer competency with Microsoft Office software programs. (7) Fluency in English (both written and oral).

Preferred Qualifications: (1) Experience working with Peace Corps Volunteers or other volunteers. (2) Ability to complete forms and handle cash. (3) Familiarity with rural Eswatini. (4) Ability to provide customer service; (5) Willingness to travel overnight in and outside of Eswatini.
