Overview
Job summary:
The Technical Advisor is a self-motivated individual who provides capacity building support to health care workers for transition and sustainability of HIV services in the supported facilities through mentorship, trainings, QI projects, weekly data reviews and discussions in the multidisciplinary team (MDT) meetings among other approaches. S/he will ensure performance (per set targets) and sustainability in the provision of the HIV and TB services for adults, pregnant and lactating women, infants, children and adolescents in the supported facilities.
Key Responsibilities
Program Planning, Management, Development and National level support (5%)
- Assists in the development and review of EGPAF’s annual work plans with a special focus on clinical services activities
- Assists in compilation of project reports to donor, MOH and EGPAF HQ as needed
- Participates in national review meetings (e.g., NaHSAR), including the EGPAF internal data review meetings
Regional level support (5%)
- Assists in the development and regular review of RHMT’s annual work plans with a special focus on transition and sustainability of clinical activities
- Develops and shares monthly schedules on site visits
- Works with the RHMT to develop site visits schedules to support health facilities in clinical activities
- Develops and shares weekly reports on clinical activities in the region
- Participates in regional review meetings (e.g., ReHSAR, TB QRMs)
Facility level support (90%)
- Is responsible for performance of allocated facilities as guided by set targets from MOH/donor
- Provides capacity building to HCWs through training, mentorship on HIV and TB service provision to ensure transition and sustainability of clinical activities
- Conducts and coordinates weekly data reviews and multidisciplinary team (MDT) meetings for all supported facilities
- Ensures all initiatives are implemented to scale and with fidelity as per the Eswatini guidelines
- Provides support to facilities in scaling up all new initiatives
- Builds capacity of HCWs in ensuring quality data capture and reporting across all program areas
- Builds capacity of HCWs to strengthen supply chain management (stock keeping; stock forecasting; stock ordering) in HIV and TB service provision
- Supports integration of VMMC activities into health facilities and builds capacity of HCWs to strengthen referrals of eligible men for VMMC
- Builds capacity of HCWs to develop and implement strategies QI activities across all program areas
- Documents and shares success stories, lessons learnt and QI projects from supported facilities in HIV and TB service uptake
- Participates in the site improvement through monitoring system ( SIMS) visits and works with HCWs to develop and implement remedial actions as needed
- Manages (dotted line) all EGPAF supported cadres at facility level (HTS Counselors, Expert Clients, Cough Monitors)
Qualifications, Knowledge, Skills and Abilities
- A degree/ diploma in nursing and midwifery
- Master’s in Public Health or other equivalent postgraduate qualification is an added advantage
- Training in PMTCT, HTS, Pediatric and Adult HIV care & treatment (NARTIS), and TB required
- Not less than 5 years’ practical experience in PMTCT, HTS, Pediatric and Adult HIV care & treatment (NARTIS), and TB;
- Must have strong mentorship and capacity building skills;
- Good knowledge and understanding of HIV and TB issues in Eswatini
- Good interpersonal skills are essential
- Strong written and verbal skills
- Strong analytical skills.
- Ability and willingness to undertake frequent in country travel
- Fluency in English and SiSwati is required
- Computer literacy, including use of basic Microsoft packages (Word, Excel & PowerPoint) and statistical packages
