I. Project Profile

Project Name:  Global Fund– New Funding Model

Project Aim:  Halting the spread of HIV of infections among adolescents and young women

Project Objectives: To Evaluate stepping stones project under WVE and YH in three tinkhundla (stepping stones plus) WORTH, Education Subsidy.

Routine Project Indicators  1.Number of AGYW age 10-24 reached with at least 75% of the Stepping stones sessions 2. Number of AGYW receiving education subsidy. 3. Number of AGYW in WORTH project.

Location: Mahlangatsha, Lavumisa and Mhlume

Project Period : Oct 2018 to Sep 2021

ii. End line Evaluation Objectives

The end line evaluation will focus on the collection of data from adolescent girls and young women, former Stepping Stones participants, parents, teachers test knowledge, attitude and perceptions of AGYW attending Stepping Stones sessions supported by CANGO through the Global Fund grant. Data will be collected through one-on-one interviews, key informant interviews as well as focus group discussions. This exercise is meant to inform the CANGO and implementing partners WVE and YH on the impact of Stepping Stones approach.

iii. Scope of Work

The Consultant is expected to conduct an end line evaluation for the Stepping Stones, WORTH and Education Subsidy program using the objectives and indicators that test knowledge, attitude and perceptions of Adolescent and Young Women around HIV prevention.

iv. Duration and timeline The assignment shall be completed within 60 working days beginning soon after the inception meeting.

Consultant Competencies, Experience and Skill requirements

  • Post graduate qualification in social sciences, public health or any other related field
  • More than 5 years in program evaluation and reporting , experience behavioral research in HIV/AIDS programs including experience in implementing participatory research methodologies
  • Demonstrated experience in implementing qualitative and quantitative methodologies
  • Experience in data analysis and
  • Ability to write clearly and concisely in English
  • Clear understanding of the HIV landscape in Swaziland
