Basic Function of the Position: The Project Management Specialist: Adolescent Girls and Young Women/Orphans and other vulnerable children (PMS: AGYW/OVC) will assume a leading role in the design, management and coordination of USAID/Eswatini’s OVC and DREAMS portfolios. The incumbent’s primary tasks include (I) providing technical guidance on OVC and AGYW (DREAMS) programming to USAID. (2) managing and coordinating the OVC and DREAMS programs and (3) leading USAID’s efforts for localization of key portfolio components in supporting local partners with technical and institutional capacity building. The AGYW/OVC PMS will provide full Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) oversight and direction to programs conducted by Implementing Partners (IPs) under contracts, cooperative agreement. and/or grants. S/he routinely represents USAID in discussions with 1Ps and host government. S/he represents USAID and/or the interagency PEPFAR team in working level meetings and makes presentations on behalf of the agency and/or PEPFAR. The incumbent advises USAID Eswatini on the implications of political and social developments on the USAID portfolios for children and AGYW. S/he identifies opportunities for USG engagement and effective collaboration and coordination with the Government of the Kingdom of Eswatini (GoKE), the private sector, local organizations (including faith-based) and civil society, and other development partners. The position reports to the Deputy Director.

Major Roles and Responsibilities:

• The incumbent will provide technical leadership in the strategic planning, activity design, coordination, implementation and monitoring of DREAMS and OVC activities.

• S/he will provide oversight and guidance for the DREAMS and OVC portfolio and the PEPFAR team concerning best practices, new developments and lessons learnt that should be incorporated into USAID programs.

• S/he will review DREAMS approaches and tools to ensure they meet guidance provided by the Office of the Global AIDS Coordinator (S/GAC); s/he will guide implementers in the annual review of DREAMS layered activities and optimization of reaching the most vulnerable AGYW.

S/he will draft technical documentation and analyses required for the annual Country Operational Plan (COP) and for quarterly results reporting to S/GAC. S/he tracks budget execution for OVC and DREAMS.

Minimum Qualifications Required for this position:

Required: Bachelor’s Degree in Social Sciences, Social Work, Public Health, Education, International Development, or other closely related field.

Basic Function of the Position: The Public Health Specialist serves as technical expert on clinical HIV treatment, care and prevention programs, including strategic planning, program and activity design, budgeting, implementation, and monitoring and evaluation. The Public Health Specialist supports a coordinated, strategic approach to HIV clinical programming for HIV and TB treatment and prevention and advises on health systems strengthening, especially regarding pharmaceutical and commodity quantification, procurement and supply chain management.

The Public Health Specialist assists in administering USAID/Eswatini’s activities under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Government’s (USG)’s annual Country Operational Plan (COP). S/he provides full Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) oversight and direction to programs conducted by Implementing Partners (IPs) under Contract, Cooperative Agreement, and/or Grant.

S/he represents USAID/Eswatini and PEPFAR at technical, policy, and strategic planning meetings with the Government of the Kingdom of Eswatini (GoKE). other donors, civil society, the private sector, and other stakeholders. S/he reports to the Senior Clinical Advisor in the USAID PEPFAR Office in Eswatini. This is a non supervisory position.

Major Roles and Responsibilities:

The incumbent provides technical leadership in the design, implementation and evaluation of USAID/Eswatini’s comprehensive HIV clinical prevention, treatment and care program to USAID staff, the wider interagency PEPFAR team, implementing partners and to the Ministry of Health and other line ministries. H/she provides guidance to USAID implementing partners on newly emerging and highly efficacious approaches to HIV/AIDS care, treatment and prevention program implementation.

• S/he is the technical lead for supply chain management, advising USG, implementers and Ministry of Health on strategic approaches and best practices to promote commodity security. including forecasting, procurement, storage and distribution.

• The job holder maintains state-of-the-art familiarity with relevant research, technical and management issues affecting the design, implementation and evaluation of HIV interventions and mobile clinical HIV services.

Minimum Qualifications Required for this position: A Medical Degree is required for this position.

Basic Function of the Position:

The purpose of this position is to support the country-based USAID/Eswatini staff within the President’s Emergency Plan for AIDS Relief (PEPFAR) office to achieve its program targets, goals and objectives. S/he supports program administration and management, including project and report tracking, coordination of meetings and TDYs, procurement, and various other responsibilities that support the functioning of the USAID team in Eswatini. The job holder must have excellent written and oral English and SiSwati communication skills. S/he must have a general understanding of USAID programs. S/he must possess superior organizational skills and the capability to ensure the smooth functioning of USAID/Eswatini’s operations in a fast-paced PEPFAR environment. This position will be supervised by the Deputy USAID Country Director, and will be located within the PEPFAR office at the U.S. Embassy Mbabane (Ezulwini), Eswatini.

Major Roles and Responsibilities:

• The incumbent is responsible for providing day-to-day administrative support to USAID Eswatini, ensuring that all administrative tasks are dealt with in a timely and professional manner. S/he is responsible for the smooth operation of the USAID Eswatini office.

• The incumbent maintains an overall calendar of events. key appointments and deadlines for the USAID Eswatini team. S/he schedules appointments, makes administrative arrangements for meetings. schedules conference room space, coordinates telephone and conference call requests.

• S/he participates in routine management meetings with implementing partners, and meetings with host country counterparts and follows up on progress made. S/he participates in and takes notes during weekly calls with the Regional HIV/AIDS Program (RHAP) at USAID South Africa.

Minimum Qualifications Required for this position:

Completion of High School and two years of college studies in administrative, business management or closely related field required.

Basic Function of the Position:

The USAID Project Management Specialist: Strategic Information (SI Specialist) will play a critical leadership role in two areas that are key for achieving, measuring and documenting progress towards control of the HIV epidemic: The incumbent will I) provide technical and managerial leadership in monitoring and evaluating all components of the USAID/PEPFAR funded portfolio, and 2) support local partner transition through mentoring and advising M&E units in local partners including key government ministries and other local institutions on building sustainable data collection and analysis systems. S/he will represent USAID/Eswatini and PEPFAR at technical, policy, and strategic planning meetings with the Government of the Kingdom of Eswatini (GoKE), other donors, civil society, the private sector, and other stakeholders. S/he reports to the Senior Strategic Information Advisor in the USAID PEPFAR Office in Eswatini. The incumbent will play an instrumental role in strengthening local ownership of the response through using influence and collaboration with the GKoE to hold PEPFAR partners accountable to local authorities at chiefdom, tinkhundla, regional and national levels.

Major Roles and Responsibilities:

• The SI Specialist will ensure that USAID’s implementing partners and stakeholders employ sound data management and analysis techniques. S/he will apply data gathering and visualization techniques to enable the USG, GoKE, IPs and other stakeholders to monitor progress and evaluate the impact and reach of USAID’s work.

• The SI Specialist will be USAID’s lead manager of the PEPFAR mandated Site Improvement. Management System (SIMS), requiring development of annual and monthly SIMS plans, coordination of SIMS site visits, overseeing data entry into the SIMS online platform and in coordination with activity managers/AORs ensure that implementers take remedial action as required.

• The SI Specialist will generate program results reports for the USAID team as per agency and PEPFAR schedules (weekly, monthly, quarterly, semi-annual and annual).

Minimum Qualifications Required for this position:

Master’s degree in bio statistics, computer science, statistics, epidemiology, demography, public health, or other equivalent job-related field is required.
