1.Regional Quality Officer (3)

Reports to : National Quality Technical Manager

Duty Station: Hhohho, Lubombo, Shiselweni

Duration of Services: 12-month contract.

Main purpose

The Regional Quality Officer’s key responsibility area is to provide support to regions on standards and quality activities in the provision of HIV/TB healthcare services. The officer will provide mentoring and coaching to facilities in the uptake of quality management standards and best practices based on lessons learnt from the four ISO 9001: 2015 Quality Management Systems pilot sites. The officer will work with regional and facility quality improvement committees to provide technical guidance in systematically identifying areas for improvements, building quality culture and improving patient -feedback mechanism and quality experience.

Specific Duties

• Provide technical support to Regional Health Management Teams on quality management

• Promote and/or enforce uptake of health policies, standards, Standard Operating

• Procedures (SOPS) and guidelines for HIV and TB Management

• Support on Site Improvement through Monitoring Systems (SIMS)

• Support and monitor 8ite internal quality audits against applicable standards and legal requirements, supervise implementation of corrective actions thereof

• Facilitate scaling up and uptake of FaHSAR initiatives across facilities the region

• Participate in the identification, reduction and elimination of barriers to

• Healthcare service provision

• Establish Quality Improvement Committees (QICs) at regional and facility levels

• Increase implementation of FaHSAR programs across-the regions

• Participate in the planning and implementation of ReHSAR, Programs Collaborate with the National Quality

• Quality Technical Advisor in controlling

• documentation systems

• Provide support on facility Infection, Prevention and Control OPC) programs

• Provide support in the implementation of ComHSAR in the region.

• Facilitate development and monitoring of progress on regional quality objectives and indicators

• Any other relevant assigned duties assigned by Ministry of Health

Minimum Qualification, Skills & Attributes

• Bachelor’s Degree in Health Sciences or other relevant degree.

• Sound knowledge of quality standards in the health sector

• 3 years’ experience with Quality Management Systems implementation

• Training experience will be an advantage

• Knowledge of Microsoft office package

• Good analytical skills

• Good language and report writing skills

• Good leadership judgment and decision-making skills

• Proactive, good communicator with integrity


2. Cervical Cancer Coordinator

Reports to:    National Cancer Control Program Manager

Liaises with:  SRH, ENAP IPs and RHMTs

Duty Station: National Cancer Control Program Health Office

Duration of Services: 12 months

Main Purpose

The Kingdom of Eswatini is faced with a high rate of cervical cancer cases therefore proper holistic management is needed in the prevention, treatment and continuous management of the disease. Cervical Cancer is one of the main causes of mortality among HW positive women hence the need to make sure that a comprehensive program is developed in the country cannot be over emphasized.

This is a key position responsible for the day to day running of the Cervical Cancer program. In collaboration with all relevant stakeholders in the Health Sector, the incumbent will coordinate cervical cancer screening and treatment services, ensure that quality services are offered through the training and mentoring of heath care workers.

Specific Duties:

• Planning and coordination of Cervical Cancer Screen and Treat activities

• To oversee effective implementation of Cervical Cancer Screen and Treat Program

• Provide leadership and strategic support to the RHMTs on Cervical Cancer services

• Work closely with other relevant ministries, the implementing partners and other key stakeholders to support implementation of the program

• Strengthen existing health systems to support implementation of Cervical Cancer screening and treatment activities at all Health levels.

• Liaise with implementing partners to develop regional implementation plans.

• Assist each region to prepare quarterly and annual reports related to Cervical Cancer screening and treatment

• Provide support, training and alignment ,of regional Cervical Cancer at Health Facilities on Care, treatment and prevention guidelines

• Provide guidance to the Ministry of Health in identifying areas for research in Cervical Cancer field

• Participate actively in TWG meetings and forums addressing Cervical Cancer in the country.

• Prepare budgets, and work plans, pertaining to cervical cancer program.

•Monitoring and evaluation of Cervical Cancer activities in the Country.

• Any other relevant duties assigned by Ministry of Health

Qualification, Skills & Attributes

• Medical Degree and Master’s Degree in Public Health or any other relevant Health degree

• 5 years’ experience in Cervical Cancer services or HIV treatment and care

• Competence in Public Health issues related to Cervical Cancer

• Program Management experience and knowledge on Public Health policy

•A strong team player with an ability to communicate technical health issues

• Demonstrated ability to lead and excellent supervisory skills

• Excellent verbal, written, and communication skills

• Ability to provide factual and scientific guidance to other professionals and service providers

• Experience working with diverse groups.

• Good computer skills such as MS Word, PowerPoint and Excel


3. NATIONAL HIV/AIDS PROGRAM OFFICER

Reports to:  National ART Coordinator

Liaises with:  Deputy Directors Public Health and Clinical, ENAP Manager

Duty Station:  ENAP — ART Offices Mbabane

Duration of Services: 12 months

Main Purpose: To provide strategic and managerial leadership of the MOH HIV Care and in the coordination of implementation of quality HIV&AIDS Care and treatment services by other relevant stakeholders in the health sector. The officer will provide support for the coordination of HIV/AIDS program at Regional and Country levels.

Foster critical linkages between the Ministry of Health (MOH) and her partners in coordination, designing and implementing a sustainable strategy of strengthening the HIV health care system. The Officer will lead the team of Program officers in the Care and Treatment thematic area. The team will jointly contribute towards scaling up the response of the health sector to the HIWAIDS epidemic in Eswatini.

Specific Duties:

• Co-ordinate and provide technical guidance for planning, implementation, rollout, monitoring and evaluation of HIV care and treatment services to improve effectiveness, efficiency, capacity and sustainability.

• Coordinates, supervise and ensures regular communication and accountability of care & treatment partners.

• Provide support in the preparation of M&E plans and performance framework for HIV care and treatment activities.

• Work closely with ISD and other relevant departments to ensure reliability of data collection, collation, analysis and reporting systems.

• Facilitate national performance reviews and sharing forums with key stakeholders to facilitate evidence base planning and policies.

• Work closely with program staff and key MOH departments; CMS & SHLS in forecasting, quantification and monitoring of stock levels for HIV care and treatment.

• Provide advice to CMS and SHLS on latest innovations in Quality diagnostics and treatment modalities.

• Work closely with care and treatment programme officers, key departments and stakeholders to facilitate and coordinate design, updating of curricula delivery of integrated trainings at ENAP and regions.

• Identifies opportunities for health financing of programme activities.

• Provides support in the planning and budgeting of HIV care and treatment services. Provide guidance on commissioning of research activities related to HIV care and treatment and other HIV related research.

• Participate as a core member of the research team conducting research on HIV care and treatment.

• Perform any other related duties that may be assigned by Ministry of Health.

Qualification, Skills & Attributes

• Medical Degree

• Master’s Degree in Public Health or any other relevant Health degree will be an added advantage.

• 5 years’ experience in HIV/AIDS Care & Treatment

• Competence in Public Health issues related to cervical Cancer

• Training experience on ART will be an advantage
