ASSOCIATE DIRECTOR – TRANSITION MANAGEMENT UNIT (TMU)

The Government of the Kingdom of Eswatini (GOKE), in partnership with the United States Government (USG), has entered into a five-year Bilateral Memorandum of Understanding (2026–2030) aimed at strengthening sustainable health systems, improving coordination, enhancing country ownership, and advancing shared health priorities.

To support implementation of this bilateral health cooperation framework, applications are invited from suitably qualified and experienced candidates for the position of Associate Director- Transition Management Unit:

Duty Station:

NERCHA Headquarters – Emvakwelitje – Mbabane, with regular engagement across Government Ministries and stakeholders.

Reporting To:

Administrative Reporting: National Executive Director, NERCHA
Functional & Technical Reporting: Joint Health Cooperation Steering Committee (JHCSC)

Supervises:

TMU Technical Advisors

PURPOSE OF THE POSITION

The Associate Director – TMU will provide strategic leadership, coordination, and oversight of the Transition Management Unit (TMU) in support of the Government of Eswatini-led implementation of the US–Eswatini Bilateral Health MoU.

The incumbent will ensure systematic transition of responsibilities, strengthened country ownership, sustainability of MoU-supported initiatives, and maintenance of high standards of program performance, fiscal accountability, and institutional readiness.

KEY RESPONSIBILITIES

MOU Coordination & Implementation Oversight

  • Coordinate implementation of the bilateral health MOU in alignment with Government priorities and institutional mandates.
  • Facilitate inter-ministerial coordination and stakeholder engagement.
  • Support integration of transition activities into existing Government systems and structures.
  • Serve as a coordination interface between the JHCSC, NERCHA, Government Ministries, technical working groups, and the USG.

Monitoring, Performance & Compliance

  • Support financial, programmatic, and results-based monitoring of MOU-funded activities.
  • Monitor compliance with agreed milestones, co-investments, and performance benchmarks.
  • Identify and escalate implementation and transition risks.

Reporting & Governance Support

  • Prepare and consolidate technical and executive reports for the JHCSC and other oversight structures.
  • Translate complex programmatic and financial information into concise decision-making briefs.

Transition Management & Institutional Strengthening

  • Lead skills transfer, sustainability planning, and phased transition to Government ownership.
  • Oversee transition readiness assessments and institutional strengthening initiatives.
  • Promote integration and utilization of national systems.

TMU Leadership & Stakeholder Engagement

  • Provide strategic direction and performance management for TMU Technical Advisors.
  • Foster a collaborative, accountable, and results-oriented working environment.
  • Represent the TMU in technical coordination forums and stakeholder engagements.

QUALIFICATIONS & EXPERIENCE

Education

  • Master’s Degree in Business Administration, Health Economics, Development Finance, Public Administration, or related field.

Added Advantage

  • Postgraduate certification in Project Management.

Experience

  • Minimum of ten (10) years’ experience coordinating complex health or development programmes within Government or government-to-government contexts.
  • Demonstrated experience strengthening public sector systems, particularly in financial management and/or health service delivery.

NATURE OF THE TMU

The TMU is a technical coordination and transition management structure established to support implementation of the bilateral health MOU under the oversight of the JHCSC. The unit operates in an advisory and coordination capacity and does not replace formal Government or USG mandates and oversight structures.
