MANAGER PRUDENTIAL SUPERVISION

We invite applications from suitably qualified and experienced individuals to apply for the Manager Prudential Supervision position under the Prudential Supervision department.

Reporting to the General Manager Prudential Supervision, the Manager Prudential Supervision will be responsible for managing the operations of the department and leading the assessment of micro-prudential risks of financial services providers (FSPs) to achieve soundness and financial stability of the sector. Furthermore, the incumbent is required to develop supervisory tools, instruments & methodologies, and managing the assigned Prudential Supervision team.


Responsibilities

  • Assist the General Manager to prepare and manage the Department’s annual budget.

  • Support in the development and implement the departmental strategy and business continuity plan.

  • Participate in the development of the prudential supervisory framework and conduct reviews according to international standards and enhance processes, key guidelines, and outputs.

  • Supervise the collection and cleaning of FSPs data to ensure accuracy.

  • Analyse financial risk related data and undertake processes for effective financial analysis.

  • Review institutional performance and formulate institution supervision reports where necessary collaboration and benchmarking with the Intervention and Enforcement Department.

  • Manage micro prudential risk assessments for the risk profiling of FSPs, for input into the supervisory calendar.

  • Conduct quarterly and annual risk assessments (liquidity, capital adequacy, market risk, asset quality, and liabilities measurement, operational risk, audited financial statements, actuarial reports, litigation, and solvency).

  • Manage all stress testing and scenario analysis processes to proactively reduce and manage financial stability risk.

  • Lead the development of micro prudential risk assessments and stress tests.

  • Conduct onsite and offsite inspections with internal and external stakeholders.

  • Lead onsite inspections and produce inspection reports for the Department’s consideration.

  • Coordinate and provide recommendations with key internal stakeholders (e.g., EXCO, Board, PDU and International Organizations (i.e., IMF, World Bank).

  • Use returns, AFS and other data submitted by FSPs, to produce quality offsite reports for the Department’s consideration.


Minimum Competence Qualifications and Key Competencies

  • Post graduate qualification in Finance, Economics, Risk Management or related field.

  • Master’s in finance or MBA would be an added advantage.

  • 7 years’ work experience in financial services, 3 years of which should be in a supervisory role.

  • Knowledge and understanding of Risk Management, Financial Modelling and Prudential Supervision of FSPs, e.g., IOSCO

  • Qualification in CFA, FRM, MBA would also be an added advantage.

  • Budgeting and presentation skills.

  • Knowledge of AML/CFT legislation.
