Main Purpose of Job

To support the Grants and Finance Manager in managing the day-to-day financial accounting operations of NDRMA and grant-funded programmes, ensuring accurate financial records, effective financial controls, compliance with applicable legislation and accounting standards, and timely preparation of financial reports and financial statements. The position is also responsible for ensuring optimization of SunSystems and SunFlow in the processing, recording, monitoring, and reporting of financial transactions.

Main Responsibilities                                  

A. Financial Accounting and Reporting

    • Maintain accurate and complete accounting records, including the general ledger, cashbook, accounts payable, accounts receivable, and fixed asset register.
    • Review, reconcile, and validate financial transactions to ensure accuracy, completeness, and compliance with approved policies and procedures.
    • Prepare monthly, quarterly, and annual financial reports, balance sheet schedules, and supporting analyses for management review.
    • Assist in preparing annual financial statements in accordance with applicable accounting standards, legislation, and NDRMA requirements.
    • Perform month-end and year-end procedures, including journals, accruals, prepayments, provisions, and other required adjustments.
    • Prepare bank reconciliations, investigate reconciling items, and ensure timely resolution of discrepancies.
    • Monitor expenditure against approved budgets and prepare variance information for management review.

B. Budget Monitoring

    • Monitor departmental budgets by comparing budget allocations against actual expenditure and analysing expenditure variances.
    • Monitor expenditure against approved budgets and advise management on potential budget deviations to support budget planning and financial forecasting activities where required

C. Grants and Donor Financial Management

    • Maintain grant and donor financial records in accordance with approved agreements, budgets, funding conditions, and reporting requirements.
    • Ensure grant income and expenditure are correctly allocated to the relevant grant, project, programme, funding source, and reporting period.
    • Prepare grant financial reports, expenditure schedules, burn-rate summaries, and supporting reconciliations for review.
    • Monitor grant budgets, expenditure trends, and funding risks, and report significant variances or compliance concerns timeously.
    • Provide financial information and documentation required for donor reporting, verification, and grant audits.

D. Financial Controls and Compliance

    • Apply and monitor internal financial controls to reduce the risk of fraud, errors, financial loss, and non-compliance.
    • Ensure compliance with applicable financial legislation, accounting standards, NDRMA policies, procedures, delegated authorities, and donor requirements.
    • Maintain complete, accurate, and properly filed financial records and support documentation for audit and statutory purposes.
    • Prepare information required for internal audits, external audits, statutory reporting, regulatory submissions, and compliance reviews.
    • Respond to audit queries and support the implementation of agreed audit recommendations.

E. Cash, Payments and Financial Administration

    • Support cash flow monitoring by preparing accurate information on available funds, expected inflows, payment commitments, and outstanding obligations.
    • Ensure supplier invoices, payment requests, and related financial documents are checked, complete, and ready for processing through the approved system workflow.
    • Maintain and reconcile petty cash, advances, commitments, and other routine financial administration records in line with approved procedures.
    • Maintain an up-to-date record of outstanding obligations and follow up on unresolved financial administration matters.

F. Quality Assurance and Compliance

    • Provide timely financial information and technical support to NDRMA departments and relevant stakeholders as required.
    • Maintain confidentiality, integrity, and professionalism in handling financial and organizational information.
    • Comply with ISO 9001:2015 Quality Management System requirements relevant to the Finance function.
    • Contribute to the review and improvement of finance policies, procedures, systems, and work processes.
    • Perform any other duties reasonably assigned by the Grants and Finance Manager or Management.

Qualifications and Experience

    • Bachelor’s degree in accounting, Finance, or a related field.
    • At least three 3 to 5 years’ relevant experience in financial accounting, preferably in a public sector, parastatal, development, NGO, or donor-funded environment.
    • Experience in financial reporting, reconciliations, budgeting, financial controls, and audit processes.
    • Demonstrated practical experience in using SunSystems and SunFlow is required.
    • Experience in grant and donor financial management will be an added advantage.
    • Experience in preparing financial statements and donor financial reports will be an added advantage.
    • A postgraduate qualification in Accounting or Finance will be an added advantage.
    • Membership or progress towards membership with a recognised professional accounting body, such as the Eswatini Institute of Accountants (SIA), will be an added advantage.
