
Eswatini Communications Commission, invites applications from suitably qualified and experienced candidates for the position of Chief Executive Officer.
Job Purpose
To provide strategic and professional executive leadership to ESCCOM by overseeing the effective delivery of its regulatory and developmental mandate across communications, data protection, cybersecurity, and universal access. The role reports directly to the ESCCOM Board and serves as the strategic head of the Commission and its associated agencies and funds.
Key Responsibilities
- Lead the development and implementation of ESCCOM’s long-term strategic vision and regulatory mandate, aligned with national legislation, government policy, national development objectives, and international best practice.
- Lead the execution of ESCCOM’s regulatory mandate, ensuring effective oversight of the communications sector in line with national legislation, government policy, and international best practice.
- Ensure fair competition, market efficiency, innovation, and consumer protection through the enforcement of licensing, regulatory, and compliance frameworks.
- Provide oversight of the national data protection mandate, ensuring effective regulation of personal data processing and protection of data subjects’ rights and remedies.
- Lead the coordination and oversight of national cybersecurity matters, strengthening compliance, coordination, and resilience against emerging digital risks.
- Direct and oversee the governance and management of the Universal Access and Service Fund (UASF) and drive initiatives that expand access to affordable, reliable, and quality communications services in rural and underserved communities.
- Provide independent, evidence-based policy advice and strategic support to the Board, including legislative and policy refinement and the resolution of regulatory and industry disputes, to ensure effective governance, accountability, and regulatory credibility.
- Establish and sustain authoritative relationships with Government, industry, consumers, regional regulators, and international partners, and represent ESCCOM at high-level national, regional, and international forums.
- Lead organisational performance by strengthening systems, processes, performance frameworks, and digital transformation initiatives that enhance regulatory effectiveness and institutional efficiency.
- Provide strategic financial stewardship over ESCCOM and the UASF, ensuring sound budgeting, sustainability, and compliance with public-sector financial governance standards.
- Provide executive leadership by cultivating a high-performance, values-driven organisational culture and ensuring effective talent management, leadership development, and succession planning.
- Oversee enterprise-wide risk management, audit, and compliance frameworks, including the management of regulatory, operational, financial, cybersecurity, and reputational risks.
- Integrate sustainability and environmental, social, and governance (ESG) principles into regulatory and organisational practices, and maintain accountability to the Board and responsible Ministry in support of ESCCOM’s mandate.

- Strong negotiation, networking, and relationship-building capability.
- Sound knowledge of industrial relations and people management in a public-sector or regulatory environment.
Qualifications and Experience
- Bachelor’s degree in Business Administration, Commerce, Economics, Law, Public Policy, ICT, Engineering, or a related field.
- Master’s degree in a related discipline.
- Additional qualifications in regulatory governance, leadership, or strategic management will be an added advantage.
- Minimum of twelve (12) years’ experience, eight (8) of which should have been in an executive leadership role, preferably in the ICT, telecommunications, or regulatory sectors.
- Proven experience in strategic planning, policy development, and organisational governance within a complex institutional environment.
- Strong experience in financial management, operational leadership, and enterprise risk management.
