
About the Organisation
The Royal Science and Technology Park (RSTP), a public enterprise under the Ministry of Information, Communications & Technology (MICT) in Eswatini, is seeking a dynamic and visionary Chief Executive Officer to drive business strategy, organisational development and growth through strategic leadership, innovation and technological advancement.
Reports to: Board of Directors.
KEY RESPONSIBILITIES
Strategic Leadership
- Develop and implement RSTP’s strategic plan aligned with national innovation and industrial development priorities.
- Advise the Board on strategic opportunities, emerging technologies and policy issues.
- Lead organisational development and change management.
- Position RSTP as a regional and international centre of excellence.
- Build relationships with industry leaders, investors, government agencies, Parliament and other key stakeholders.
Governance, Operations & Financial Sustainability
- Ensure compliance with legislation, corporate governance and ESG standards.
- Oversee risk management and mitigation strategies.
- Develop effective policies, procedures and operational systems.
- Develop sustainable revenue streams through infrastructure, tenant services, research collaborations and innovation programmes.
- Lead fundraising and resource mobilisation.
- Oversee financial management, budgeting, procurement and resource allocation.
- Safeguard RSTP assets.
- Submit quarterly and annual reports to the Board.
- Oversee implementation of RSTP projects.
Research, Innovation & Commercialisation
- Promote research commercialisation and technology transfer.
- Develop programmes supporting start-ups, spin-offs and technology-based enterprises.
- Assess new business opportunities and investments.
- Strengthen intellectual property management and commercialisation strategies.
Human Capital Development
- Recruit, develop and retain a high-performing multidisciplinary team.
- Foster innovation, collaboration, accountability and continuous improvement.
- Support skills development for entrepreneurs, researchers and technology-based businesses.
- Lead and develop the executive team.
- Monitor organisational and executive performance through performance contracts and regular reporting.
QUALIFICATIONS
- Master’s Degree in Engineering, IT or a science-related field from an accredited institution.
- Master’s Degree in Business Leadership, Management or a related field from an accredited institution.
- Membership of an appropriate professional body will be an added advantage.
EXPERIENCE & SKILLS
- Minimum 15 years’ demonstrated leadership experience in a senior executive role, preferably in innovation, R&D, bio-economy or technology.
- Experience in research management, innovation ecosystems, science parks, technology commercialisation, entrepreneurship or Special Economic Zones.
- Proven track record in securing investment, grants or donor funding.
- Experience leading multidisciplinary teams and managing complex organisations.
- Ability to operationalise relevant legislation and policy.
- Experience in business turnaround, organisational restructuring and development, investment attraction and retention.
