Applications are invited from qualified candidates for the following posts in the Civil Service.


1. MAINTENANCE TECHNICIAN

Ministry: Health

Qualifications and Experience

The candidate must have the following qualifications:

  • Must have done and acquired Level/GCSE/SGCE/EGCSE or equivalent certificate.

  • Must have a Diploma in Clinical Engineering or equivalent from an accredited and recognized institution.

  • Two (2) years related working experience will be an added advantage.

  • Sober character and computer literate.

Duties and Responsibilities

  • To evaluate the safety, efficiency and effectiveness of medical equipment.

  • To install, adjust, monitor, maintain and repair specialized equipment.

  • To diagnose and interpret bio-electrical data using signal processing techniques.

  • To carry out routine safety checking and quality assurance measures on healthcare specialized equipment.

  • To participate in developing training and teaching aids for the medical staff on the safe and effective use of new medical technologies.

  • To perform standard and calibration and maintain quality control on all medical equipment.

  • To communicate and interact with medical staff to staff them in the set up and operation of equipment.

  • To perform standby and emergency duty calls.

  • To maintain an effective equipment can be repaired and must be replaced.

  • To ensure disposed equipment contain no environmental hazards, toxic radioactive materials.

  • To undertake planned preventative maintenance service and repair of plant and equipment steam and electricity, air conditioning, medical gases, heating and lighting, operating lights, beds, and pumps.

  • To monitor adjustments and maintenance of building systems e.g. fire alarm systems, medical gas alarm.

  • To be responsible for completion of all maintenance service request as assigned.

  • To work within expenses limits established.

  • To maintain inventory controls for cost effective operation.

  • To schedule and complete preventive maintenance program.

  • To monitor all work being performed by outside contractors and keep reports.

  • To perform any other duties as assigned by immediate Supervisor and Head of Department.

Salary

The basic salary is on Grade C3: E183,404 rising to E206,422 per annum.


2. MAINTENANCE ENGINEER

Ministry: Public Works and Transport

Qualifications and Experience

The candidate must have the following qualifications:

  • Must have done and acquired Level/GCSE/SGCE/EGCSE or equivalent certificate.

  • Must have Bachelor’s degree in Architecture/Building Engineering/Building Services or equivalent plus Master of Science (M.Sc.).

  • Must have Master of Engineering (M.Eng.) in Facilities Management or Building Services Engineering.

  • Must have professional registration, active, certified member of a recognized, relevant professional engineering or architectural body.

  • Must have a minimum of five (5) years of verifiable, progressive working experience in large-scale building maintenance, structural engineering, or public infrastructure management.

  • Sober character and computer literate.

Duties and Responsibilities

  • To organize and oversee all electrical maintenance works and static plant maintenance operations across the government asset portfolio.

  • To manage up-to-date registries detailing architectural assets, electrical system installations, and comprehensive static plant service schedules.

  • To conduct technical surveys and structural inspections to pre-emptively diagnose maintenance liabilities and infrastructure degradation.

  • To coordinate regional energy integration by aligning government facility expansion plans with the Eswatini Electricity Company (EEC) Rural Electrification programs.

  • To review and appraise complex designs, blueprints, and technical drawings prepared by external engineering and architectural consultants.

  • To draft technical Terms of Reference (ToR) for the procurement, engagement, and contract management of consulting firms.

  • To design specialized electrical installations and structural modifications for existing public infrastructure or new developments.

  • To conduct feasibility studies and load requirement analyses to determine necessary modifications for building services.

  • To supervise engineering personnel including the Electrical Engineer, Draughtsman, Clerk of Works, and Inspectors of Works to optimize daily performance.

  • To maintain strict workplace discipline and ensure compliance with public service regulations among all subordinate staff.

  • To enforce technical standards and strict adherence to architectural, civil, and electrical engineering codes during all project phases.

  • To direct and evaluate work quality executed by internal teams and third-party contractors to guarantee alignment with government standards.

  • To develop the annual maintenance budget based on data-driven lifecycle cost estimations and structural health priority rankings.

  • To establish work priorities using a risk-matrix approach to balance urgent reactive repairs with planned preventative maintenance.

  • To allocate departmental resources efficiently, optimizing personnel deployment, fleet utilization, and material distribution.

  • To procure specialized engineering materials and technical components following national public procurement frameworks.

  • To perform any other duties as assigned by immediate Supervisor and Head of Department.

Salary

The basic salary is on Grade E3: E559,101 rising to E605,189 per annum.
