MANAGER ASSETS, LIABILITIES & CAPITAL MANAGEMENT (ALCM)
Eswatini Development and Savings Bank (Eswatini Bank) is a financial institution wholly owned by the Government of Eswatini. Its business operations include both commercial banking and development finance and is regulated in terms of the Financial Institutions Act.
The Bank seeks to appoint a well-suited candidate for the role of Manager Assets, Liabilities, & Capital Management (ALCM), reporting to the Chief Financial Officer and Treasurer.
JOB PURPOSE
The role ensures that treasury and balance sheet decisions optimise profitability, liquidity, and capital efficiency, while remaining fully aligned with the Bank’s risk appetite, regulatory requirements, and strategic objectives.
KEY DELIVERABLES
- Develop, implement, and maintain a comprehensive liquidity risk management framework.
- Monitor daily and structural liquidity positions, funding gaps, maturity mismatches, and funding concentration risks.
- Measure and report regulatory and internal liquidity ratios (e.g. LCR, NSFR or local regulatory equivalents).
- Assess the impact of interest rate movements on earnings, economic value, and capital.
- Review and validate behavioural assumptions for non-maturing deposits and prepayment risk.
- Recommend balance sheet and pricing strategies to manage interest rate exposures.
- Design, maintain, and enhance a robust Funds Transfer Pricing (FTP) framework.
- Evaluate asset and liability mix, maturity profiles, repricing characteristics, and funding sources.
- Identify embedded structural risks and inefficiencies in the balance sheet.
- Support strategic planning by providing forward-looking balance sheet and profitability insights.
- Independently review treasury positions and valuation methodologies.
- Ensure alignment between Treasury execution, balance sheet strategy, and the Bank’s risk appetite.
- Maintain and improve ALM, liquidity, FTP, ICAAP, and capital risk models.
- Ensure the integrity, accuracy, and timeliness of treasury risk data and reporting.
- Collaborate with Finance, Risk, and IT to enhance systems and analytical capabilities.
QUALIFICATIONS & REQUIRED EXPERIENCE
- Must hold a Postgraduate and professional qualification such as CA (SA), MBA, CFA, FRM, or Treasury/Risk Management.
- Degree in Finance, Accounting, Mathematics, Economics, or a relevant field.
- 5–8 years’ experience in treasury risk, ALCM, balance sheet, and banking risk management.
- Strong exposure to liquidity risk and IRRBB frameworks.
- Experience working with ALCCO and senior management.

The Bank seeks to appoint a well-suited candidate for the role of Finance Manager – Financial Control & Performance Management, which reports to the Chief Financial Officer.
JOB PURPOSE
The role integrates financial reporting, statutory compliance, strategic planning, performance management, and value creation, while embedding a high-performance, results-driven culture supported by robust financial discipline, accountability, and data-driven decision-making.
The role is responsible for ensuring financial integrity, strategic financial insight, regulatory compliance, and effective financial performance management through robust reporting, strategic financial planning, and data-driven decision-making. Overall, the role drives accountability, value creation, and a high-performance culture across the bank by embedding strong financial controls and performance excellence.
KEY DELIVERABLES
- Maintain strong financial controls, reconciliations, and governance processes.
- Provide insightful management packs highlighting performance drivers, risks, trends, and variances.
- Lead the preparation of Board and Executive Committee financial reports.
- Coordinate and manage external and internal audits, ensuring timely resolution of audit findings.
- Lead budgeting, forecasting, and multi-year financial plans, aligned with strategic priorities.
- Conduct scenario analysis, stress testing, and financial modelling to support strategic initiatives.
- Evaluate investment proposals, business cases, and capital allocation decisions.
- Translate strategy into financial targets, KPIs, and measurable outcomes.
- Design, implement, and manage the financial and non-financial performance management framework.
- Partner with business leaders to ensure financial performance objectives are clearly defined, measured, and reviewed.
- Support enterprise risk management through financial risk identification and mitigation.
- Ensure compliance with internal policies, delegated authorities, and governance frameworks.
- Strengthen internal controls to safeguard assets and maintain financial resilience.
- Mentor and develop finance teams to build strong technical capability and business acumen.
QUALIFICATIONS & REQUIRED EXPERIENCE
- Must hold a professional qualification, CA (SA), ACCA, CPA, CIMA or equivalent.
- Degree in Business Commerce, Finance, Accounting, or a relevant field of study.
- 7 years of progressive finance experience (financial reporting, statutory compliance, financial performance management) within a regulated financial institution, 3 years of which should be in a supervisory or managerial role.
