IT SPECIALIST – CORPORATE SERVICES & ENVIRONMENTAL INSPECTOR – PLANNING & ENVIRONMENT DEPARTMENT

VACANCY: IT SPECIALIST – CORPORATE SERVICES

Municipal Council of Mbabane invites applications from suitably qualified candidates for the position of IT Specialist within the Corporate Services Department.

MAIN PURPOSE OF THE JOB

To coordinate the development, maintenance and support of the Council’s IT systems and participate in their implementation.

KEY RESPONSIBILITIES

  • Systems Security: Design and implement systems access and security controls in line with ISO 27001 best practices.
  • Systems Performance: Identify, analyse and resolve system performance bottlenecks; develop and test system recovery procedures and initiate recovery actions after system failures.
  • User Support: Provide user training and first-line support; install, configure and test software; conduct root-cause analysis of logged problems.
  • Provide trend analysis for logged requests, events and problems.
  • Telecommunications: Attend to day-to-day telecommunications queries and liaise with telecommunications bodies.
  • Budget Control: Participate in the annual IT budget, including cost-benefit and return-on-investment considerations, and maintain secure access controls to the Council’s budget line.
  • Remote Sites: Ensure secure network connectivity between remote offices and Head Office and monitor system uptime at remote depots, including Parks & Depot sites.
  • IT Strategy & Projects: Participate in IT project steering committees, contribute to the design and specification of new IT systems, participate in testing and commissioning, and assist with change management initiatives.

QUALIFICATIONS & EXPERIENCE

  • Bachelor’s Degree in Computer Science or equivalent.
  • Two years’ relevant experience.

VACANCY: ENVIRONMENTAL INSPECTOR – PLANNING & ENVIRONMENT DEPARTMENT

Municipal Council of Mbabane invites applications from suitably qualified persons to fill the position of Environmental Inspector within the Planning and Environment Department.

MAIN PURPOSE OF THE JOB

To enforce compliance with environmental management legislation and all relevant by-laws, policies and strategies in order to safeguard the environment within the jurisdiction of Mbabane.

KEY RESPONSIBILITIES

1. Development of Inventories

  • Conduct site visits to identify and create relevant annual inventories for inspection areas.
  • Maintain physical and postal addresses and contact details of premises where applicable.

2. Environmental Inspections
Conduct inspections in accordance with the required level of service at:

  • Public and private schools
  • Tertiary institutions
  • Block yards
  • Mortuaries
  • Filling stations
  • Garages
  • Hardware shops
  • Gas filling shops

3. Environmental Management of Vacant Plots

  • Identify and routinely monitor overgrown plots.
  • Conduct follow-up inspections.
  • Prepare cases for court in instances of non-compliance.

4. Environmental Management of Projects & Social Screenings

  • Conduct EIA audits and compile reports for projects within the urban area.
  • Conduct internal and external landfill audits.
  • Assess cemetery operations and compliance.
  • Conduct inspections relating to land leasing, special consent and subdivision applications.
  • Investigate environmental pollutants.
  • Serve notices to owners of overgrown plots.

5. Road & Street Cleaning

  • Engage service providers.
  • Schedule, monitor and supervise cleaning of the city’s 44 streets.
  • Ensure streets are cleaned on a weekly basis.

6. Illegal Dumps Management

  • Identify illegal dumps.
  • Investigate and attend to illegal dumping.
  • Serve relevant notices.

7. Public Awareness & Education

  • Develop environmental awareness IEC materials and articles.
  • Conduct education and dissemination of information on a quarterly basis.
  • Conduct workshops and awareness campaigns.

8. Customer Care

  • Investigate and attend to customer complaints.
  • Serve notices where required.
  • Participate in environmental awareness programmes.

QUALIFICATIONS & EXPERIENCE

  • Degree in Environmental Health Sciences, preferably with a major in Environmental Management.
  • At least 3 years’ experience in a similar work environment.
