PROCUREMENT SPECIALIST

The National Agricultural Marketing Board invites highly motivated, innovative, and experienced candidates to apply for the following position:

Position: Procurement Specialist (1)

Reporting To

Chief Financial Officer

Job Purpose

The main purpose of the role is to oversee the Board’s procurement process, from sourcing and supplier negotiations to contract management, while ensuring compliance with internal policies and Eswatini public procurement laws.

Key Performance Areas

  • Developing and maintaining the Board’s procurement policies, procedures, and practices in line with the Eswatini Public Procurement Act 2011.
  • Monitoring and enforcing compliance with procurement processes and procedures.
  • Coordinating and preparing procurement plans in consultation with department heads, including conducting cost-benefit analyses and market research.
  • Developing and implementing strategies to mitigate procurement-related risks.
  • Reviewing and evaluating supplier offers to ensure value for money without compromising quality.
  • Preparing tender documents, advertisements, shortlists, and overseeing the tender process.
  • Ensuring timely delivery of goods and services in accordance with Service Level Agreements (SLAs).
  • Serving as Secretariat to the Entity Tender Board.
  • Collaborating with suppliers and internal stakeholders to negotiate contracts and procurement terms.
  • Reviewing contracts to ensure compliance with legal requirements, internal policies, and supplier obligations.
  • Monitoring supplier performance and addressing non-compliance promptly.
  • Preparing for internal and external audits to ensure compliance.
  • Fostering collaborative supplier relationships while maintaining compliance standards.
  • Continuously reviewing and improving procurement processes and procedures.
  • Effectively supervising subordinates.

Required Qualifications and Competencies

  • Bachelor’s degree in Supply Chain Management, Logistics, Finance & Accounting, or a related field.
  • Minimum of five (5) years’ experience in Procurement and Supplier Relationship Management.
  • Experience working with ERP systems, inventory management software, or similar tools will be an added advantage.
  • Knowledge of public procurement practices is desirable.
  • Experience working in a public entity is desirable.
  • Ability to work in a fast-paced, deadline-driven environment with strong attention to detail.
  • Progress toward a CIPS qualification will be an added advantage.
  • Excellent interpersonal and communication skills with the ability to work effectively in a team environment.
