- The Government of the Kingdom of Eswatini through the National Disaster Risk Management Authority (NDRMA), has received financing in the amount of USD 596,000 from the African Development Bank (AfDB), through the Africa Climate Change Fund (ACCF), to finance the Women in Eswatini for Climate Adaptation (WE-CAN) Project. The project will be engaging the Individual Consultancy Services of a Procurement Specialist for an anticipated 12-month period ending September 2027, to be based in Mbabane.
- The objective of this position is to provide technical assistance to the Executing Agency/NDRMA in addressing all issues relating to the aspects of Procurement as detailed in the Terms of Reference to ensure compliance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations for procurement of Goods, Works, Non-Consultancy and Consultancy Services.
- The National Disaster Risk Management Authority invites eligible Individual Consultants to indicate their interest in providing services of a Procurement Specialist. The Consultant will be part of the Project Implementation Unit (PIU) set up within the Executing Agency, for the implementation of the project. Interested consultants must provide information indicating that they are qualified to perform the services (cover letter, curriculum vitae, certified copies of academic certificates, description of similar assignments and experience in similar conditions, demonstrate availability of appropriate skills, etc.).
- The Scope of Services for the consultant includes, but is not limited to, the following:
- Work in close consultation with the Project Coordinator (PC) while maintaining a technical advisory relationship with the executing agency’s Procurement Manager (PM) on procurement compliance and institutional procedures. The consultant will technically contribute to efficient procurement management with the PM.
- Ensure that all procurements under the project are carried out in line with the African Development Bank (AfDB) Procurement Policy, operational rules and procedures, Grant Agreement while maintaining compliance with national procurement legislation, delivered on time, to the required specifications and are consistent with the overall Project budgets and objectives.
- Take overall charge of the project’s procurement management by conducting the required specific tasks identified whilst applying the correct technical practices and methods.
- Assure that all necessary data are collated and used accordingly in continuous best practice of managing procurements and contracts in all categories.
- Provide assistance in addressing all issues relating to the aspects of Procurement for all NDRMA’s AfDB funded projects.
- Duration of the assignment: Twelve (12) months.
Place of assignment: Mbabane, Eswatini.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
