JOB SUMMARY
The Financial Services Regulatory Authority (FSRA) invites applications from suitably qualified and experienced individuals to apply for the Resolution Specialist role within the Chief Executive Officer’s Office.
Reporting to the Chief Executive Officer, the Resolution Specialist is a managerial role responsible for managing the resolution of distressed financial institutions across all sectors regulated by the Financial Services Regulatory Authority (FSRA).
The role oversees resolution planning and execution, systemic risk monitoring, financial crisis preparedness, resolution policy development, regulatory compliance, and stakeholder engagement.
Working closely with internal and external stakeholders, the Resolution Specialist supports financial stability, protects depositor, investor and policyholder interests, and maintains public confidence in Eswatini’s financial system while exercising independent technical judgement within the applicable legal and regulatory framework.
KEY RESPONSIBILITIES
- Lead and manage the full resolution lifecycle for distressed entities, including credit providers, insurers, building societies, pension funds, SACCOs, collective investment schemes etc.
- Coordinate with courts, liquidators, statutory managers, legal counsel, and other appointed parties.
- Develop and maintain a Systemic Importance Assessment Framework covering all FSRA-regulated sectors.
- Recommend enhanced supervisory measures and resolution planning requirements for designated institutions.
- Serve as advisor and subject matter expert for resolution planning, including institution specific assessments, in coordination with other sections within the FSRA.
- Monitor and analyse the financial health and risk profiles of regulated entities across all FSRA-supervised sectors.
- Establish coordination mechanisms with the Central Bank of Eswatini and Ministry of Finance for crisis response.
- Develop and maintain the FSRA Financial Crisis Management Framework.
- Develop and review resolution policies, regulations, and guidelines across all supervised sectors.
- Provide policy recommendations on legislative reforms required to strengthen FSRA resolution powers.
- Ensure all resolution activities comply with the FSRA Act, financial services laws and applicable international standards (e.g., FSB Key Attributes of Effective Resolution Regimes and similar standards).
- Contribute to the development and review of resolution-related regulations, guidelines, and frameworks.
- Prepare stakeholder briefings, press statements, and resolution progress communications for the CEO.
REQUIRED QUALIFICATIONS AND KEY COMPETENCIES
- Bachelor’s Degree in Finance, Law, Economics, Accounting, B. Com Law or related field (minimum).
- Postgraduate qualification in Finance, Law, or Regulation preferred.
- Minimum 5–7 years’ progressive experience in Financial Regulation, Insolvency, Restructuring, Prudential Supervision, or Legal Practice.
- Demonstrated experience in managing distressed financial entities.
- Knowledge of the FSRA Act and applicable sectoral legislation.
