1. SENIOR COOPERATIVES OFFICER
QUALIFICATIONS, SKILLS AND WORK EXPERIENCE
- Must have O-level/IGCSE/GCSE Certificate or equivalent.
- Must have Bachelor’s Degree in Cooperative Development & Administration, Cooperative Management, Business Management or equivalent.
- Must have a minimum of 2 years’ experience as a Cooperatives Officer or District Marketing Officer, or Cooperative Auditor.
DUTIES/RESPONSIBILITIES
- To interpret and implement the Cooperative Societies Acts, associated regulations, and national policies to ensure absolute compliance among all regional cooperatives.
- To guide and assist cooperatives in implementing legal processes, principles and statutory requirements.
- To facilitate the registration of new cooperative societies by verifying foundational documents and confirming adherence to registration regulations.
- To recommend cooperatives for liquidation, suspension or cancellation of registration based on performance audits and regulatory failures.
- To advise on the liquidation processes and ensure legal protocols are maintained at the regional level.
- To supervise regional administrative duties and manage day-to-day office operations.
- To compile monthly, annual, and special cooperative work plans and reports, submitting them directly to the Assistant Commissioner (ACCD).
- To safeguard, monitor and maintain Government regional assets including vehicles and furniture to prevent misuse and ensure efficiency.
- To compile and update office inventories to manage resources and facilitate upper-management decision-making.
- To supervise and secure the assets of cooperatives to ensure safe delivery and proper utilization by the societies.
- To contribute towards regional budgeting and annual planning activities.
- To represent the Commissioner within the assigned region across various forums.
- To liaise with other ministries and departments in the region to coordinate multi-sectoral cooperative development activities and resources.
- To organize, attend, and chair all Regional Development Team (RDT) and Regional Development Fund (RDF) meetings, making progress presentations and tracking regional growth.
- To conduct educational seminars, workshops, and presentations on entrepreneurship for new businesses and emerging cooperatives.
- To coordinate marketing modules and tools for cooperative societies while engaging relevant cross-industry stakeholders.
- To manage all existing cooperatives, acting as an expert advisor to ensure they operate effectively, efficiently, and sustainably.
- To provide strategic business advisory services to cooperatives, offering expertise on business ideas and strategic planning.
- To perform any other official duties that may be assigned by the immediate Supervisor or Head of Department.
SALARY
The basic salary is on Grade D2: E311,705 rising to E337,400 per annum.
2. INSPECTOR WEIGHTS AND MEASURES
Applications are invited from qualified candidates for appointment to the above posts in the Civil Service, tenable in the Ministry of Commerce, Industry and Trade.
QUALIFICATIONS, SKILLS AND WORK EXPERIENCE
- Must have O-level/IGCSE/GCSE Certificate or equivalent.
- Must have Degree in Engineering/Metrology/Natural Science (Environmental Science/Food Science).
- Must have higher National Diploma or equivalent.
- Must have 2 years as Assistant Inspector of Weights and Measures.
DUTIES/RESPONSIBILITIES
- To conduct regular visits to stores, markets, warehouses, wholesale houses, gas stations and other establishments to test and verify the accuracy of weighing and measuring devices (scales, meters, rules, etc.) using standard weights and measures.
- To verify measuring instruments used in trade, health, safety structures, and industries for compliance with allowed measurement specifications.
- To examine goods sold by measurement to ensure compliance with marked or stated quantities.
- To conduct determinations of the accuracy of net contents and labelling practices by examining and checking pre-packaged goods.
- To conduct inspections and take petroleum samples from retail and wholesale establishments as directed by the Commissioner or when deemed necessary.
- To perform retail pricing accuracy checks as required by regulation.
- To assist in the verification of Working National Standards.
- To check and issue certificates valid for a year for every compliant instrument.
- To calibrate working standards for both legal and scientific metrologies.
- To conduct testing of fluid measuring devices (e.g. service station gasoline pumps) using calibrated containers where necessary.
- To ensure faulty measuring and weighing devices are repaired or replaced, depending on the condition and repairability of the device, to ensure compliance with national and international standards.
- To assist in the verification and calibration of working national standards to maintain traceability.
- To ensure fair trade practices and protect consumers from being cheated or misled by inaccurate measurement or testing requirements.
- To investigate and provide response to customer complaints regarding inaccurate measurements through investigation or testing.
- To reject faulty measuring instruments; withdraw goods that do not comply with stated requirements and confiscate illegal measuring instruments used in trade.
- To institute legal actions against offenders within the ambit of the department’s portfolio mandate.
- To prepare and submit offences and evidence to public prosecutors concerning the contravention of the Metrology Act.
- To educate businesses and the public about the importance of accurate measurement, the correct use of the metric system and the consequences of non-compliance.
- To provide guidance to traders, consumers and industry on the correct use of instruments and their rights under the Metrology Act.
- To maintain accurate records of applications, test results, violations and enforcement action.
- To keep and maintain a database/registers of approved types of measuring instruments, rulings and decisions of the Chief Inspector / Department of Metrology.
- To submit daily, weekly and other periodic inspection reports to the Senior or Weight and Measures.
- To prepare comprehensive reports on inspection activities and enforcement actions for submission to supervisors.
- To collaborate with other government agencies related to law enforcement and consumer protection agencies on matters related to weight and measures.
- To take charge of all equipment and vehicles used during the execution of duties.
- To participate in training programmes to enhance knowledge and skills in inspection techniques, metrology principles, and enforcement procedures.
- To keep abreast of the latest developments in metrology, including new technologies and regulatory changes.
- To perform any other official duties that may be assigned by the immediate Supervisor or Head of Department.
SALARY
The basic salary is on Grade E4: E212,912 rising to E239,634 per annum.
