Senior Money Laundering Control Officer

The Financial Services Regulatory Authority (FSRA) invites applications from suitably qualified and experienced individuals for the position of Senior Money Laundering Control Officer within the Market Conduct Department.

Reporting to the Manager: Money Laundering Control, the successful candidate will be responsible for fostering compliance with AML/CFT/CPF requirements through offsite monitoring and onsite examination of financial services providers to ensure the integrity and soundness of the financial sector.


Key Responsibilities

  • Develop and implement an effective AML/CFT regulatory and supervisory framework.
  • Administer AML/CFT offsite surveillance of financial services providers.
  • Conduct AML/CFT onsite examinations of financial services providers.
  • Assess ML/TF/PF risks, develop risk profiles, and determine risk ratings of accountable institutions.
  • Provide guidance to financial services providers on AML/CFT compliance matters.
  • Enforce corrective actions on non-compliant financial services providers.
  • Participate in special projects and initiatives, including:
    • National Risk Assessments
    • Sectorial Risk Assessments
    • National Task Force and Sub-Committee activities
    • FATF, ESAAMLG, IMF, and World Bank AML/CFT supervision initiatives
    • Mutual Evaluation Exercises
    • Post-implementation Plans
  • Maintain stakeholder relations through engagements and contribute to divisional reports on AML/CFT compliance and industry developments.
  • Perform any other duties as may be assigned from time to time.

Required Qualifications & Competencies

  • LLB Degree, Bachelor of Commerce, Risk or Forensic Accounting/Economics Degree, or an equivalent qualification.
  • 3–5 years’ experience in AML/CFT compliance, financial crime regulation, and AML/CFT legislation.
  • Experience within the financial services industry.
  • Professional certification such as ACAMS will be an added advantage.
  • Knowledge of international AML/CFT/CPF standards.
  • Ability to interpret the provisions of the Money Laundering Terrorist Financing Prevention Act 2011, FATF Standards, FSRA Act, and financial services laws.
  • Strong interpersonal and communication skills.
  • Ability to work independently while also being an effective team player.
