VACANCY: REGISTRATION OFFICER

Applications are invited from permanent and pensionable officers for appointment to fill the above cited vacant position tenable at the Elections and Boundaries Commission.


QUALIFICATIONS, SKILL AND EXPERIENCE

The candidate must have all of the following qualifications:

  • Must have done and acquired O’Level/IGCSE/GCSE/SGCSE/EGCSE or equivalent certificate.
  • A Bachelor’s Degree in Information and Communications Technology or Computer Science from a recognized and accredited institution is a requirement.
  • Must have a minimum of two (2) years’ relevant experience as an added advantage.
  • Upright character and high work ethic are required attributes.

DUTIES/RESPONSIBILITIES

  • To plan, schedule and oversee the rollout of voter registration centers within the assigned constituency or region.
  • To supervise the day-to-day operations of temporary registration centers to ensure compliance with national electoral laws.
  • To manage logistics for the deployment and retrieval of registration materials, biometric kits and official stationery.
  • To supervise, guide, and monitor the performance of contract Registration Clerks and support staff.
  • To conduct operational training for field staff on registration procedures, voter eligibility criteria, and customer service.
  • To manage localized resource allocation, ensuring registration centers do not run out of operational supplies.
  • To conduct localized civic education sessions to inform citizens of registration dates, locations, and requirements.
  • To address public inquiries and resolve voter registration grievances at the ground level in a neutral manner.
  • To collaborate with local authorities (Mancusa/Chiefs) to promote maximum voter turnout and community engagement.
  • To review compiled registration lists daily to detect and eliminate duplicate entries, clerical errors, or fraudulent registrations.
  • To manage the public inspection process of the provisional voter’s roll, handling claims for inclusion and objections to entries.
  • To liaise with the Information Technology section to sync field data from biometric/digital registration kits into the master database.
  • To compile regular weekly and monthly statistical reports on voter registration turnouts, broken down by demographics (age, gender).
  • To maintain accurate administrative records of registration center logs, staff attendance, and incident reports.
  • To ensure all field activities strictly adhere to the Eswatini legal frameworks, electoral guidelines, and EBC policies.
  • To coordinate with local security personnel to ensure the safety of registration staff, materials and the general public at centers.
  • To enforce strict protocols for safe handling, transport, and storage of completed voter registration records.
  • To identify and report operational challenges or environmental disruptions immediately to the Regional Coordinator.
  • To participate in debriefing workshops and policy review forums to improve future registration cycles.
  • To undertake any other relevant operational duties as directed by the supervisor.

SALARY

The basic salary is on Grade C4: E212,912.00 rising to E239,634.00 per annum.

QUALIFICATIONS, SKILL AND EXPERIENCE

The candidate must have all of the following qualifications:

  • Must have done and acquired O’Level/IGCSE/GCE/SGCSE/EGCSE or equivalent certificate.
  • A Bachelor of Science Degree in Data Science or Data Analytics or Computer Science or any equivalent degree qualification from a recognized and accredited institution is a requirement.
  • A Master’s in any of the above fields will be an added advantage.
  • A minimum of 2 years’ relevant experience will be an added advantage.
  • High Level of integrity and work ethic are required attributes.

DUTIES/RESPONSIBILITIES

  • To develop and manage elections information management systems to improve the various stages of the elections process.
  • To analyse voter sentiment, optimize digital voter education strategies, and improve predictive models for voter turnout.
  • To enhance voter experience, utilizing analytics to optimize the positioning of polling stations, predict peak voting times, and overall improve the efficiency of the voting process.
  • To develop, manage and maintain a National electoral database such as voter registration database, ensuring security, accuracy and accessibility.
  • To prepare datasets for audits, system testing, and stakeholder verification process and produce variety of documents and electronic media including reports, briefing materials, correspondence, presentations, communications materials.
  • To create and maintain documentation including system documentation, procedural manuals.
  • To analyse public sentiment, social media interactions, and survey data to tailor messages that specifically address issues resonating with voters.
  • To apply analytical techniques to identify anomalies and potential instances of voter fraud, thereby bolstering the integrity of the electoral process.
  • To support review of Tinkhundla boundaries using various methods, to ensure electoral boundaries are fair, legal and functional.
  • To model and forecast voter turnout and registration targets to inform planning and budgeting.
  • To design, develop and test new digital Electoral technologies and platforms e.g. Elections Apps, monitoring their performance and advocating for upgrades and changes as and when necessary.
  • To participate in the development and implementation of the Commission’s budget.
  • To perform any other duties as assigned by the Supervisor and/or the Head of Department.

SALARY

The basic salary is on Grade E2: E507,940.00 rising to E549,811.00 per annum.

  • Must have done and acquired a Bachelor’s Degree in Youth Development or Psychology or Social Science measuring in Public Administration or Demography from a recognized and accredited Institution.

  • Relevant experience in policy formulation, programme coordination, and stakeholder engagement in the field of youth affairs and development will be an added advantage.
  • Demonstrable experience and knowledge of donor funding, stakeholder management and operation of donor agencies will also be an added advantage.

DUTIES/RESPONSIBILITIES

  • To provide national strategic leadership and direction on youth development matters.
  • To lead implementation of Government priorities relating to youth empowerment, employment creation, and social inclusion.

  • To oversee compliance assessments, inspections, and adherence reviews of programmes, policies and operational procedures.
  • To ensure timely production and submission of compliance, statutory, and performance reports for management and stakeholders. Promote adherence.

  • To lead implementation of performance management systems and results-based management practices within the Department.
